TRUSTEE RECOMMENDATION

     Unlike my predecessors who usually come before this board with a
voluminous minority report, I am seeking one small but significant code
change.

     This board has already recognized the need for student input into the
code revision process. However, if the aim of this input is to provide the
Tripartite Code Committee with valid and useful student opinion, appointment
of students to the committee should be by elected student representatives rather
than the President of the University. Inherently, elected student representa-
tives are more suited to serving student needs. Therefore, it is proposed
that Section 7.11 of the code be revised to read:

        The Code of Student Conduct shall be amended only by the Board
        of Trustees. Responsibility for proposing revisions to the Code
        of Student Conduct is delegated to a committee consisting of
        students, faculty, and administrators. The exact composition
        and procedure of the committee is to be determined by the
        President of the University, with the exception that the student
        members shall be chosen by the President of Student Government.

     There are several reasons which make Student Government appointment
of student members of the Tripartite Committee desirable. Among them ares

     1. SG is the logical vehicle for according to governing regulations of
        the University (p. 43):

        "The University of Kentucky Student Government is recognized by
        the Board of Trustees, administration and the University Senate as
        the official student body authority in University matters to insure
        a maximum of self-government and create mutual respect and liason
        between students and the faculty and administration. It shall
        represent student opinion to the faculty, administration, and Board
        of Trustees."

     2. Student Government is more representative of student interests than
        any other body since it alone is composed by representatives elected by
        students to represent their concerns. Obviously, student concerns are
        at stake in revision of the Code and as such, should if student representa-
        tion and student input is desired, be represented by those individuals
        elected for that very reason. In order for SG to fulfill its obligation to
        the student body, it must be allowed to represent student concerns where
        input and representation is desired.
