 power to recognize and bargain collectively with a bargaining agent

 specifically authorized by a group of non-.acaderi.c- cmployoes of the

 University of Kentucky at the Lexington campus who have specifically

 authorized such bargaining agent to represent them as to matters per-

 taining to their employmetL?

      4.  Does the University of Kentucky Board of Trustees have the

 power to enter into written collective bargaining agreements with any

 such bargaining agents specifically authorized to represent a group of

 non-academic employees of the University of Kentucky at the Lexington

 dampus regarding the wages, hours and working conditions of such

 employees?

     5. Does the University of Kentucky Board of Trustees have a legal

and enforceable duty to recognize and bargain collectively with a bar-

gaining agent specifically authorized by a group of non-academic employees

of the University of Kentucky at the Lexington campus to represent them

regarding the wages, hours and working .conditions of such employees.

     6. May a union designated as bargaining agent by a majority of

non-academic employees of the University of Kentucky at, the Lexington

campus in an appropriate bargaining unit become the exclusive repre-

sentative of all employees in that unit?

     7. Does any group of non-academic employees of the University of

Kentucky at the Lexington campus have the right to strike or otherwise

engage in other forms of work stoppage for collective bargaining

purposes?

     The Board of Trustees of the University of Kentucky maintains that

the foregoing questions should be answers "No." The Public Employees

Council No. 51, American Federation of State, County and Municipal

Employees, AFL-CIO, maintains that the foregoing questions should be

answered "ves "
