CONSTRUCT UK/NICHOLASVILLE ROAD FLOOD MITIGATION
Recommendation: that the Board of Trustees approve the initiation ofthe ‘Construct University
of Kentucky/Nicholasville Road Flood Mitigation’ capital proj ect.
Background: The University of Kentucky recently undertook a Stonn Water Model study of
approximately 39,000 feet of conduits and open channels in the Town Branch and Wolf Run
watersheds on campus. This model study was used as the basis for a Federal Emergency
Management Agency (FEMA) grant application, which the University was successful in
obtaining.
The proj ect will construct three separate improvements to provide 100 year stonn (and lesser
stonn) mitigation for roadway overtops and pedestrian safety including:
1. Upgrade existing culvert at the upstream side of Nicholasville Road.
2. Remove and replace portions of impervious pavements at Commonwealth Stadium with
pervious pavements.
3. Excavate the area between Alumni Drive and Shawneetown Drive for additional stonn
water detention. This will include pennanent removal of Shawneetown Drive and
relocation of existing utilities.
The $8,015,463 project will be funded with a $6,011,597 grant from the Federal Emergency
Management Agency (FEMA) with the balance of $2,003,866 being the in-kind value ofthe 3.6
acres of University of Kentucky land designated for the project.
If approved by the Board of Trustees, the University will request approval from the Council on
Postsecondary Education (CPE) at its February 9, 2012 meeting and authorization by the Capital
Projects and Bond Oversight Committee at its February 21, 2012 meeting.
