inappropriate for the University to inject itself into the orderly
process of judicial proceedings and the workings of the Code of
Student Conduct. The University is committed to the principle of
freedom of speech and open debate but that that freedom does not
include the right to disrupt University programs or to interfere
with the ability of others to participate in activities of their
choice.

   Mr. Sturgill thanked President Singletary for his remarks,
accepted his monthly report, and ordered it filed.


   D. Recommendations of the President (PR 2)

   President Singletary recommended approval of PR 2, Recommendations
of the President, as a whole, noting that the items contained therein
were routine in nature.

   Without discussion, on motion by Professor Sears, seconded by
Mr. Black and passed, PR 2 was approved and ordered made an official
part of the Minutes of the Meeting. (See PR 2 at the end of the
Minutes.)


    E. Supplemental Recommendations of the President (PR 3)

    Since PR 3 had not been available to members of the Board prior
to the meeting, President Singletary discussed briefly the request
for submission to the Council on Higher Education, for approval of
an addition to, and renovation of, the University of Kentucky College
of Agriculture Livestock Disease Diagnostic Center in the amount of
$800,000. He said that the second item in PR 3 concerned routine
personnel changes received too late for inclusion in PR 2 and
recommended approval of PR 3 as a whole.

    Without discussion, on motion by Mr. Black, seconded by
Professor Sears and passed, PR 3 was approved and ordered made
an official part of the Minutes of the Meeting. (See PR 3 at the
end of the Minutes.)


    F. Budget Revisions for 1977-78 (PR 4)

    Noting that Mr. Carter, Budget Director, was present to answer
any questions, President Singletary recommended approval of PR 4,
Revisions in 1977-78 Budget. There being no questions, on motion
by Mr. Clay, seconded by Mr. Griffin and passed, the Budget Revisions
recommended in PR 4 were authorized and approved. (See PR 4 at
the end of the Minutes.)


    G. Six Month Post-Retirement Appointments (PR 5)

    At President Singletary's request, Dr. Clapp explained that in
view of the recently enacted federal legislation on mandatory
retirement, effective January 1, 1979, staff employees required to
cease work because of age on June 30, 1978, have been offered a six

.:onth post-retirement appointment subject to current University
rules. Federal regulations concerning the new law when issued
may require changes in University retirement rules and regulations.
This action will permit staff employees desiring a six month post-
retirement appointment to be in an employment status on the day the
new law becomes effective.

    Without discussion, on motion by Mr. Black, seconded by Mr.
Griffin, and passed, the ten individuals named in PR 5 were permitted
a six month post-retirement appointment to expire on January 1, 1979.
(See PR 5 at the end of the Minutes.)


    H. Appointments of Chiefs of Clinical Services, University
        Hospital (PR 6)

    President Singletary asked Dr. Bosomworth to explain the
recommendation in PR 6. Dr. Bosomworth said the appointments as
Clinical Chiefs of Staff were more or less routine, but required
approval of the Board of Trustees in accordance with the By-Laws
of the Medical Staff. Such approval was also necessary to meet
accreditation standards.

    Without discussion, on motion by Mr. Black, seconded by Professor
Sears, and passed, the individuals named in PR 6 were approved as
Chiefs of Clinical Services, University Hospital, effective
immediately. (See PR 6 at the end of the Minutes.)


    I.  Appointment of Director, Madisonville Community College
        (PR 7)

    Acting on President Singletary's request that he do so, Vice
President Wall said that Dr. Massie, present Director of the
Madisonville Community College, had requested for health reasons
that he be relieved of administrative duties and be permitted to
spend full time teaching.  A Search Committee was appointed to
seek potential candidates for his replacement. The committee
recommended the appointment of Dr. Arthur D. Stumpf and Dr. Wall
said that the faculty and administration of the Community College
System concurred in the recommendation. He concluded by saying that
Dr. Stumpf's strong teaching and administrative background will
serve him well as he builds on the excellent programs developed
by Dr. Massie and his associates. President Singletary said that
the recommendation had his approval and recommended approval of
Dr. Stumpf's appointment.

    Without discussion, on motion by Professor Sears, seconded by
Mr. Griffin and passed, the appointment of Dr. Stumpf as Assistant
Professor in the Community College System, and Director of the
Madisonville Community College, effective July 1, 1978, was approved.
(See PR 7 at the end of the Minutes.)




 









    J. Interim Financial Report (FCR 1)

    Mr. Clay, Chairman of the Finance Committee, said that the
Committee had met on the morning of June 6, to consider the items
to be presented to the Executive Committee at its meeting. After
careful consideration, the Finance Committee agreed to delete from
the agenda FCR 2 and FCR 4. He added that these two matters were
merely being deferred and would be considered at a later date.

    Mr. Clay then moved that the Interim Financial Report (FCR 1)
for the ten month period ending April 30, 1978, be accepted. His
motion was seconded by Mr. Black and passed without dissent. (See
FCR 1 at the end of the Minutes.)


    K. Contract with Steel Productions, Inc. (FCR 3)

    After careful consideration, Mr. Clay said that the Finance
Committee had decided to recommend approval of the contract with
Steel Productions, Inc., for use of the Patterson Office Tower in
the production of the movie "Steel". The Finance Committee did,
however, wish to change the recommendation in FCR 3 to read as
follows: "that the Board authorize the Vice President for Business
Affairs and Treasurer to enter into a contract with Steel Productions,
Inc., Hollywood, California for use of the Patterson Office Tower
in the production of the movie "Steel". Such authorization is
subject to the Vice President for Business Affairs and Treasurer
having received, in hand, proof of liability insurance coverage
in the amount of twenty milnion (t20,000,000) dollars and an
acceptable performance bond to insure performance by the corporation
in accordance with the terms, Drovisions, and conditions of this
memorandum of understanding. Further that the University of
Kentucky reserves the right to st.op without notice all activity
if any of the terms of the contract are violated."

    Mr. Clay put his recommendation in the form of a motion which
was seconded by Mr. Griffin and passed without dissent. (See FCR 3
at the end of the Minutes.)


    L. Contracts with President and Vice Presidents

    In conclusion, Mr. Clay said that the Finance Committee wished
to add a recommendation not included on the agenda. He then moved
that the Chairman of the Board be authorized to execute contracts
with the President and the Vice Presidents providing for the terms
and conditions of their employment. His motion was seconded by
Mr. Black and passed without dissent.

   Having determined that there was no further business to come
before the meeting, on motion duly made, seconded and carried,
the Chairman declared the meeting officially adjourned at 2:30

                      RECOMMENDATIONS OF THE PRESIDENT


I.   Namingof University Building

      Recommendation: that the Board of Trustees approve the name of
      University of Kentucky College of Agriculture Livestock Disease
      Diagnostic Center for the state diagnostic laboratory located on
      the Newtown Pike.

      Background: The state diagnostic laboratory located on the Newtown
      Pike and transferred to the University of Kentucky January 1, 1978,
      is inappropriately named as the State Department of Agriculture is
      a part of the name. Dean Barnhart has recommended that this facility
      be renamed the University of Kentucky College of Agriculture Livestock
      Disease Diagnostic Center. The name change has been discussed by the
      Governor's Diagnostic Laboratory Transition Committee and it has
      approved the name change.

      In accordance with University policy relative to naming buildings,
      Dean Barnhart's recommendation was referred to the Committee for
      Naming University Buildings. This committee has approved the name
      and so recommends to the Board of Trustees.


II.  Appointments and/or Other Staff Changes

      Recommendations: (1) that approval be given to the appointment and/or
      other changes which require Board action; and (2) that the report
      relative to appointments and/or changes already approved by the
      administration be accepted.

      Background: The following recommended appointments and/or other
      staff changes require approval by the Board of Trustees in accordance
      with Part VIII-B of the Governing Regulations of the University.
      These recommendations are transmitted to the Board by the
      appropriate vice president through the President and have his
      concurrence.

      Under the Governing Regulations the authority to make certain
      appointments and/or other staff changes is delegated to the President
      or other administrators Echo are required to report their actions
      to the Board. This report follows the recommendations requiring
      Board approval.
