Lee Mills as Registrar of the University,

         Dear President Donovan:-

            In conformity with the understanding that we have had as a
         result of our several conferences, I am recommending the ap-
         pointment of Dr. Robert Lee Mills as Registrar of the University
         to fill the vacancy created when Dr. Tuthill went to Duke Uni-
         versity.

            After a conference with Dean Dickey, I am suggesting that
         Dr. Mills be given the title of Registrar and Professor of Educa-
         tion. It is our hope that Dr. Mills will be able, after he has
         been in the office for perhaps a year, to give some time to the
         supervision of the work of graduate studies in Education and that
         he will also be able to establish again a program for the training
         of young people interested in college admissions and recording.
         Ultimately we should like to see him promote a somewhat more
         comprehensive program for graduate students who are interested
         in a variety of positions in insitutions of higher learning.

            I am recommending that Dr. Mills be employed on a twelve
         months, basis at a salary of $7, 200. It is our understanding that
         he will report for duty not later than April 1, and if possible, by
         March 15. In my conversation with Mr. Wendell Butler, State
         Superintendent, I agreed that we would have in mind his problem
         in replacing Dr. Mills when we settled on a date for his coming to
         the University.

            Dr. Mills received his Bachelors degree at the University
         in 1938 and his Masters degree in 1941,  He was a mathematics
         teacher in the Covington schools from September, 1938, to August,
         1941, and from the latter date until 1948 he served successively
         as an instructor at Chanute Field, Illinois; as Head of the Hy-
         draulics Department at the Lincoln Air Base, Lincoln, Nebraska;
         and as Supervisor of Operating Personnel at Oak Ridge, Tennessee.
         He retu ned to the University in September, 1948, to work on his
         doctorate and received the degree of Doctor of Education in August,
         1950. Since that time he has been employed in the State Department
         of Education and is presently Director of the Division of Finance.
         Dr. Mills is married and owns a home here in Lexington.  He has
         two children.
