possibility as many other state and private universities have done,
       and I believe the time has come to make a special effort in this
       direction.

             For some time I have been thinking seriously about advising
       the Board of Trustees to authorize the appointment of an official
       who could effectively make contacts with foundations, and with
       persons of wealth who might be disposed to leave their property
       for the promotion of some worthy cause here at the University
       of Kentucky.  This officer would be charged with working closely
       with the deans of the several colleges, heads of departments and
       certain professors who would be interested in promoting some
       program for which state funds are not available but for which funds
       from foundations could be secured.  He would also assist the
       officials of the Kentucky Research Foundation in contacts with
       the Federal Government and in other ways, as outlined above.

             At the same time, I am reluctant to seek out and employ
       a new high-level administrative officer for this type of work, at
       least until we have gained some experience with it and proved its
       value and can spell out the functions more specifically.

             Dean Elvis J. Stahr of the College of Law impresses me as
       being ably and ideally prepared to undertake the work which I have
       outlined.  He has the legal qualifications, a broad background of
       experience and is an excellent speaker, who can represent the
       University well in the effort to gain greater financial support.
       I have explored with him over a period of time the possibilities
       of this position and he has agreed to accept the challenge on an
       experimental basis.  He would continue his administrative and
       supervisory responsibilities as Dean of the College of Law (with
       assistance as needed from some member of the Law Faculty),
       but would relinquish his teaching duties, and certain internal
       University activities in which he has been engaged, in order to
       serve in this capacity for a period of at least two years in which
       we can test the validity of this program.

             In order to give the position the prestige that a position
       of the character which I have outlined should have, and to give
       it official status as representing the overall University rather
       than a single college, I am recommending that, effective July 1,
       Dean Stahr be given the title of Provost of the University and
       Dean of the College of Law, the appointment as Provost to be
       for a two-year period.


       Upon motion duly made, seconded and carried, the recommendation
of the President was concurred in and Dean Elvis J. Stahr was appointed
provost of the University, to render the duties and services as outlined in
President Donovan' s statement,
