in nature, called attention to Part II, which recommended a waiver
of Part X-C-6 of the Governing Regulations. He emphasized that the
waiver should be considered an exception based on the merits of the
particular case and should not be construed as setting a precedent.
He then recommended that PR 2 be aDproved as a whole.

     Without discussion, on motion by Mr. Black, seconded by Mr.
Palmer, and passed, PR 2 was approved as a whole and ordered made
an official part of the Minutes of the meeting. (See PR 2 at the
end of the Minutes.)

     G. Approval of Degree Candidates - University System (PR 4)

     President Singletary recommended that PR 4, which authorized
the conferring of degrees on candidates completing their work in
August, be approved.

     On motion by Mr. Frank Ramsey, seconded by Mr. Kessinger,
and passed without dissent, the President was authorized to confer
the appropriate degrees upon those candidates completing their work
in August 1978 upon certification by the Dean of Admissions and
Registrar and approval by the University Senate that all requirements
for the degrees had been satisfactorily completed. (See PR 4 at
the end of the Minutes.)

     H. Revisions in 1978-79 Budget (PR 5)

     President Singletary said that the proposed revisions in the
1978-79 budget were routine in nature and recommended approval of
PR 5. There being no questions, on motion by Mr. Clay, seconded by
Mr. Black and passed without dissent, the budget revisions recommended
in PR 5 were authorized and approved. (See PR S at the end of the
Minutes.)

     I. Naming of University Buildings (PR 6)

     President Singletary suggested that inasmuch as there were
two Darts to PR 6 they be acted upon separately. The Chairman concurred.

     President Singletary recommended that approval be given to the
name of Boyd E. Wheeler Building for the new multi-purpose building
at the North Central u-H Center. Mr. Palmer so moved. His motion was
seconded by Mr. Gorman and passed without dissent. (See Part I of
PR S at the end of the Minutes.)

     On President Singletary's recommendation, Mr. Homer Ramsey moved
that the Board of Trustees approve the name of Harold D. Strunk
Learning Resource Center for the new library at Somerset Community
College.  His motion was seconded by Mr. Griffin and passed without
dissent. (See Part T1 of PR S at the end of the Minutes.)
