    On motion made by Professor Wilson, seconded by Professor
Conley and unanimously carried, Edmund Lambeth was appointed
professor, School of Journalism, and Director of the School of
Journalism, effective July 1, 1983. (See PR 3A at the end of the
Minutes.)

    H.   1982-83 Budget Revisions (PR 3B)

    Mr- Larry Jones moved that the 1982-83 budget revisions
recommended in PR -B ',e authorized and approved. His motion was
seconded by Mr. Geary and passed without dissent.  (See PR 3B at
the end of the Minutes.)

    I.   Report on Gifts and/or Grants (PR 3C)

    With President Singletary so recommending, the report on
gifts and/or grants covering the period from January 1, 1983
through March 31, 1983 was accepted and ordered made a matter of
record.  (See PR 3C at the end of the Minutes.)

    J.   Delegation of Authority for Making Decision on Residency
Status (PR 3D)

    President Singletary recommended that the Board delegate to
the Chancellor for an academic sector of the University the
authority to make final institutional decisions regarding the
residency status of students enrolled in that sector, provided
the students' cases have been reviewed and recommended on by the
Committee on Residency Review of the Council on Higher Education.
Mr. Black so moved. His motion was seconded by Governor
Breathitt and passed without dissent.  (See PR 3D at the end of
the Minutes.)

    K.   Approval of Degree Candidates -- Lexington Campus and
Medical Center (PR 3E)

    Without discussion, Professor Wagner moved that the President
be authorized to confer upon each individual whose name was
listed in PR 3E the correct degree to which he or she is
entitled. His motion was seconded by Professor Wilson and passed
unanimously. (See PR 3E at the end of the Minutes.)

    L.   Candidates for Degrees -- Community College System (PR
4A)

    Professor Conley moved that the degrees and certificates
specified in PR 4A be awarded to the persons named, upon
certification that the requirements for those degrees or
certificates have been satisfactorily completed. Her motion was
seconded by Mr. Ramsey and passed without dissent.   (See PR 4A at
the end of the Minutes.)
