Authorize an Equine Research Center Project with a scope of $9,000,000


Recommendation: That the Board of Trustees approve the construction
of an Equine Research Center with a total scope of $9,000,000, of
which one-third is to be provided as a challenge gift from Mr. Maxwell
Gluck of Elmendorf Farm, one-third as gifts from other donors in the
horse industry, and one-third from Kentucky Economic Development Bond
proceeds.


Background: The University has a critical need for a modern research
facility which can provide basic and applied research in support of
the horse breeding and racing enterprises which contribute
substantially to the economy of the Commonwealth and other areas of
the United States. The Department of Veterinary Science which
conducts equine research and has both a national and international
reputation for its research program is presently housed in a building
that is grossly inadequate to take advantage of either present
opportunities or recognized potentials for expansion of various
research programs. The Department proposes the construction of a
building of which 75% of the available space would be for laboratories
and support facilities; 13% for educational instruction functions; 8%
for faculty and student offices; and 3% for administrative offices.
The facility will be located south of Cooper Drive and the Cooper
House facing onto Nicholasville Road.

The funding impetus for this project comes from a generous challenge
gift of $3,000,000 from Mr. Maxwell Gluck of Beverly Hills,
California, the owner of Elmendorf Farm in Fayette County. Mr. Gluck
has challenged others in the horse industry to match his gift.   In
turn, Governor Brown has committed $3,000,000 from state economic
development bond monies to the project. The funding package for the
proposal is thus complete with the raising of private monies from the
horse industry.  A prominent committee of persons involved with the
industry has been formed to raise the challenge portion of Mr. Gluck's
gift.
