    Minutes of the Meeting of the Executive Committee of the Board of
Trustees of the University of Kentucky, Tuesday, August 12, 1980


     The Executive Committee of the Board of Trustees of the University
of Kentucky met at 2 p.m. (Eastern Daylight Time) on Tuesday, August 12,
1980 in the Board Room on the 18th Floor of the Patterson Office Tower
on the Lexington campus with the following members answering the call of
the roll: Mr. Albert G. Clay, Vice Chairman, Mr. William R. Black, Mr.
Homer W. Ramsey, and Mrs. Betty Pace Clark, Ex Officio Secretary. Mr.
George W. Griffin and Mr. William B. Sturgill, Chairman, were absent from
the meeting. Members of the Board of Trustees in attendance at the meeting
included: Mr. Tracy Farmer, Mr. W. Terry McBrayer and Professor Constance
Wilson. The University administration was represented by President Otis A.
Singletary; Vice Presidents Jack C. Blanton, Donald B. Clapp, Lewis W.
Cochran, Raymond R. Hornback and Robert G. Zumwinkle; Dr. Howard L. Bost
representing Vice President Peter P. Bosomworth; Dr. Wimberly C. Royster,
Dean of the Graduate School and Coordinator of Research; Mr. John C.
Darsie, General Counsel; Mr. Edward A. Carter, Budget Director; and Dr.
Art Gallaher, Vice President-Designate.

     A. Meeting Opened

     Mr. Clay, V;.ce Chairman of the Board, presided in the absence of Mr.
Sturgill, and called the meeting to order at 2:01 p.m. Following the
invocation, pronounced by Mr. Black, the Secretary called the roll. A
quorum being present, the meeting was declared officially open for the
conduct of business at 2:03 p.m.

     B. Minutes Approved

     On motion by Mr. Ramsey, seconded by Mr. Black and passed, the
Minutes of the June 27, 1980 meeting of the Board of Trustees were
approved as published.

     C. President's Report to the Trustees (PR 1)

     After reviewing briefly some of the items in PR 1, President Singletary
recommended its acceptance. Without objection, it was so ordered.

     D. Recommendations of the President (PR 2)

     Noting that the recommendations in PR 2 concerned routine personnel
changes, President Singletary recommended its approval. Without discussion,
on motion by Mr. Black, seconded by Mr. Ramsey and passed, PR 2 was approved.
(See PR 2 at the end of the Minutes.)

     E. Supplemental Recommendations of the President (PR 3)

     President Singletary pointed out that PR 3, Supplemental Recommendations
of the President, consisted of two administrative appointments: (1) the naming
of Professor Donald E. Sands as Acting Dean of the College of Arts and Sciences,
and (2) the renaming of Professor Charles H. Rowell as Acting Dean of Undergraduate
Studies. The President has the authority to appoint acting deans but is required
to report such action to the Board. On motion by Mr. Ramsey, seconded by Mr.
Black and carried, the supplemental recommendations of the President were
accepted. (See PR 3 at the end of the Minutes.)

    F. Proposed Amendments to the Governing Regulations (PR 4)

    President Singletary said he would like to postpone action on the pro-
posed amendments to the Governing Regulations until the full Board meets in
September. PR 4 was, therefore, withdrawn from the agenda.

    G. 1980-81 Budget Revisions (PR 5)

    Without discussion, on motion by Mr. Black, seconded by Mr. Ramsey and
passed, the revisions in the 1980-81 budget as recommended in PR 5 were
authorized and approved. (See PR 5 at the end of the Minutes.)

     H. Restoration to Regular Faculty Status (PR 6)

     President Singletary recommended restoration to regular faculty status
of Professors Collins W. Burnett and David B. Clark who were previously
retired by Board actions on May 8, 1979 and June 28, 1979, respectively.
These two faculty members were approved for retirement prior to the change
in retirement from age 65 to age 70. They have expressed a desire to continue
employment after June 30, 1980. On motion by Mr. Ramsey, seconded by Mr.
Black and passed, PR 6 was approved. (See PR 6 at the end of the Minutes.)

     I. 1980-81 Budget Revisions/Result of State Appropriation Reduction (PR 7)

     President Singletary stated that the budget revisions in PR 7 were the
result of a reduction of $11.2 million in planned support from State Appro-
priation. In order to absorb the loss, $5.5 million has been cut from capital
construction projects; $1 million in the form of a freeze on income generated
in any University of Kentucky department in excess of budget estimates; and
$4.7 million from the budgets of the various vice presidents. Many of the
specific details are yet to be agreed upon by the administration.

     With President Singletary so recommending, on motion by Mr. Black,
seconded by Mr. Ramsey and passed, the 1980-81 budget revisions recommended
in PR 7 were authorized and approved. (See PR 7 at the end of the Minutes.)

     J. Patent Assignments (PR 8)

     The recommendations in PR 8 regarding patent assignments being of a
routine nature, President Singletary recommended approval. On motion by
Mr. Ramsey, seconded by Mr. Black and passed, PR 8 was approved. (See
PR 8 at the end of the Minutes.)

     K. Reports on Gifts and/or Grants (PR 9)

     President Singletary recommended that the report on gifts and/or grants
covering the period from April 1, 1980 to June 30, 1980 be accepted and made
a matter of record.  Mr. Black so moved.  His motion was seconded by Mr.
Ramsey and passed without discussion. (See PR 9 at the end of the Minutes.)

     L. Interim Financial Report (FCR 1)

     Mr. Farmer, reporting for Mr. Clay, Chairman of the Finance Committee,
stated that the financial report for the eleven months ending May 31, 1980
reflects that the income figure is 95 percent of the annual income estimate
and the expenditures and commitments are 85 percent of the expenditure
authority approved by the Board. On motion duly made, seconded and carried,




 












the interim financial report for the eleven months ending May 31, 1980 was
accepted.(See FCR 1 at the end of the Minutes.)

     M. Resort of Investments (ICR 1)

     On motion duly made, seconded and carried, the report of changes made
in investments for the University of Kentucky and its Affiliated Corporations
for the quarter ended June 30, 1980 was accepted. (See ICR 1 at the end of
the Minutes.)

     N. Kentucky Journalism Hall of Fame

     President Singletary announced that a Kentucky Journalism Hall of
Fame is being created at the University of Kentucky and asked Dr. Hornback
to give a report on the proposal. Dr. Hornback said the Kentucky Journalism
Hall of Fame will recognize individuals who have made significant contributions
to the profession of journalism, and outlined the criteria, nomination process
and the composition of the selection committee. The first awards will be
made at the 1981 spring banquet of the journalism alumni. Dr. Hornback
concluded his comments by stating that funding for preparation of the awards
will be raised by the University of Kentucky Journalism Alumni Association.

     0. Meeting Adjourned

     Mr. Clay said the next meeting of the Board would be on September 16.
There being no further business to come before the meeting, on motion duly
made, seconded and carried, the meeting adjourned at 2:11 p.m.
