Television and Films. The President recommended that the request be ap-
proved.

            Upon motion duly made, seconded and carried, the name of the De-
 partment of Radio Arts was changed to Department of Radio, Television and
 Films, effective July 1, 1960.

            P. Research Center at Spindletop.

            Lt. Gov. Wilson Wyatt was invited to appear before the Board and
 explain the Kentucky Research Institute to be established upon a portion of
 Spindletop Farm. It was stated that it was the plan to purchase about 450 acres
 of the Spindletop Farm, 75 acres to be purchased by the State for the Kentucky
 Research Institute, to be placed under the control of the Board of Trustees of
 the University of Kentucky, and 350 acres to he set aside to be purchased by
 industrial concerns desiring to establish industrial research centers of their own.

            It was further explained that the State would make available approx-
imately $1, 300, 000 to establish facilities for the Kentucky Research Institute,
which would become a part of the over-all project to be known as the Industrial
Research Center.  The State would provide operating funds for the Kentucky
Research Institute until the Institute might become self-supporting.  It was
further explained that the whole question of zoning was before the City-County
Zoning Commission and that it would be necessary to await the decision of that
body.

            The Lieutenant Governor, Wilson Wyatt, explained in some detail the
idea of the industrial center and the desirability of it being located at Spindletop
Farm under the control and supervision of the University of Kentucky Board of
Trustees.

            After mnuch discussion, a motion was made, seFonded and carried
unanimously that the University Board of Trustees authorize the establishment
of the University of Kentucky Research Institute on a portion of Spindletop Farm,
location to be jointly agreed upon by University officials and the Kentucky Re-
search Foundation officers, with the understanding that funds for capital con-
struction of the Research Institute, and the purchase price of the 75 acres, more
or less, to be acquired bv the State, will be provided in addition to the approved
budget items for the University and that operating budget for the Institute until
such time as it is on a self-sustaining basis be provided from state funds in ad-
dition to the amount already appropriated to the University of Kentucky for the
coming biennium.  The Research Institute, as a part of the University, will be
under the jurisdiction of the Board of Trustees.

            Q. Resolution on Zoning Propert).

            Mr. Floyd Wright stated that he had some friends that owned farms
in the Spindletop area and they were much disturbed about subdivisions being
permitted in that section of the County. He asked that the Board do something to
3ee that the zoning law gives these people in that area protection.

           The question was discussed,:it being the concensus that the area wuuld
be properly protected.  Lt. Gov. Wyatt stated that he thought the people would be
proud of the Industrial Institute and some of the same persons Mr. Wright spoke of
were willing to serve on the Board of Spindletop Research Park. Mr. Smith moved
that "the Board of Trustees, in approving the Research Foundation, would like to
convey to the Zoning Commission and local officers assurance of our full coopera-
tion and hope that the area surrounding Spindletop will be preserved through appro-
priate zoning as attractive as it now isQ.
