c.    In order to insure the availability of a quorum, the
                 Hearing Officer will draw all twenty-six names and
                 number them according to their order of selection.
                 The first six chosen shall comprise the Board and the
                 remaining twenty shall stand as alternates who shall
                 ascend to Board service according to the ascending
                 numerical order of their selection.

         d.     In any proceedings of the Board, six members
                 of the Board, in addition to the Hearing Officer, must
                 be present to hear the case. Any decision of the U.
                 J-Board must be by majority of the voting members
                 of the Board sitting on the case.

1.423    Eligibility Requirements

         a.    All members of the U. J-Board must be full timne
                 students enrolled at the University of Kentucky Lexington
                 campus. They must be students in good academic,
                 financial and disciplinary standing with the University
                 and must have had at least one semester's residency
                 on the Lexington campus.

         b.     In no event shall a student senator serve as a merrb er
                 of the U. J-Board.

         c.    The Hearing Officer shall be a person with training
                 in the law, possessing at least the degree of Bachelor
                 of Laws or its equivalent.

-1 .424  The Appointment Process

         a.     For the purpose of arriving at the composition of the
                 U. J-Board, the duly elected student senators from
                 each of the sixteen colleges represented in the University
                 Senate shall, with the advice and approval of the Dean
                 of their respective college, recommend to the Student
                 Government president the names of three times the number
                 of students to be finally approved to represent a particular
                 college on the U. J-Board. Those recommended by senators
                 from a particular college must be enrolled in that college.

         b.    In addition, the head of the student body of the Lexington
                 Technical Institute with the advice of the Director of the
                 Lexington Technical Institute shall submit for consideration
                 the names of three L.T.I. students to the Student Government
                 President.
