Charles Julian was born in Virginia. He represented Stafford County in that state's legislature, then, in 1812 came to Kentucky with his wife Jennie Moore Julian, and their children. In Kentucky, he was one of the directors of the Commonwealth Bank and the Bank of Kentucky. His son Alexander married Bettie C.
