Proposal #1: Add a new section to Article II (University Rights of
Students) as follows:

     Section 2.6   Right of Student Access to Meetings of
                   Registered Student Organizations

     The University affirms the right of all students, including
     members of the student press, to attend meetings of regis-
     tered student organizations that receive the majority of
     their regular operating budgets from allocations of student
     fees money and/or University allocations.
     Exceptions to the foregoing right include:

     - deliberations of election boards and selection committees.

     - contract negotiations of student organizations and private
        contractors.

     -  discussionsor hearings which might lead to the appointment,
        discipline or dismissal of an individual employee. member
        or student without restricting that employee's, member's
        or student's right to a public hearing if requested, pro-
        vided that this exception is not designed to protect the
        reputation of individual persons and shall not be inter-
        preted to permit discussion of general personnel matters
        in secret.

      "Meeting" means any gathering of a quorum of the members, re-
      gardless of where the meeting is held, whether a regular or
      special meeting, including any informational or casual gath-
      ering held in anticipation of or in conjunction with a regular
      or special meeting.


Background: This proposal was submitted by the UK Chapter of the Society
of Professional Journalists/Sigma Delta Chi. It appears that the student
organizations that will be principally affected by this amendment are the
Student Government Association and the Student Activities Board, although
other groups could be affected as well, such as the various residence
hall councils. The Committee solicited reactions from all registered
student organizations, including those named above, none of whom have
expressed opposition to the proposal. In fact, both SGA and SAB have
assured the Committee that their current policies and practices already
provide for student access to meetings in accordance with the proposed
amendment. In addition, following our solicitation of reactions from
the chancellors, vice chancellors, and college deans, no negative com-
ments regarding the proposal were received.

In effect, the Student Code Revision Committee is endorsing the principle
of student access to meetings of those student organizations that receive
a majority of their regular operating budgets from University funds.
