     Proposal #2: Delete the last sentence from Section 4.21
     in Article IV (The University as a Supervisor of Resi-
     dence Halls). Currently Section 4.21 reads as follows:

     Violations of the rules promulgated by the Dean of Students
     in accordance with the rental agreement will be investigated
     by the Hall Director of the residence hall in which the vio-
     lation is alleged to have occurred. Disposition of such
     cases shall be made in accordance with established and pub-
     lished procedures which have been approved by the Dean of
     Students. Such disposition may not include dismissal from
     the housing unit.

     It is proposed that the last sentence ("Such disposition
     may not include dismissal from the housing unit.") be
     deleted.

Background: The intention of the sentence in question was to prevent
a hall director from unilaterally dismissing a student from the hall
without approval of the Dean of Students, but the sentence may be
subject to the interpretation that no one can take such action. Else-
where, in the Rental Agreement signed by the student and the UK Hous-
ing Officer (and by the parent or legal guardian if the student is
under age 18), the University's authority to revoke the agreement and
remove a student from the residence halls, in the event of violation
of the agreement, is made clear. Because the last sentence in the
Code's Section 4.21 is both unnecessary and confusing, the Dean of
Students recommended its deletion.
