     Minutes of the Executive Committee of the Board of Trustees of the
University of Kentucky, Tuesday, October 14, 1980



     The Executive Committee of the Board of Trustees of the University of
Kentucky met at 2:00 p.m. (Eastern Daylight Time) on Tuesday, October 144,
1980 in the Board Room on the 18th floor of the Patterson Office Tower on
the Lexington camrus.

     A. Meeting Opened and Acting Secretary Appointed

     Mr. Sturgill, Chairman, called the meeting to order at 2:10 p. ,m. and
the invocation was pronounced by Mr. Black. The Chairman, in the absence
of the Secretary of the Board of Trustees, Mrs. Betty Pace Clark, appointed
Mr. Homer Ramsey as Acting Secretary of the Executive Committee of the Board
of Trustees.

     B. Roll Call

     The following members of the Executive Committee answered the call of
the roll:  Mr. William B. Sturgill, Mr. William R. Black, Mr. Albert G. Clay,
Mr. Homer W. Ramsey, and Mr. William T. Young.  Members of the Board of Trustees
attending the meeting were Mr. Tracy Farmer, Mrs. Sally Hermansdorfer, Mr. W.
Terry McBrayer, Mr. Brad Sturgeon, and Professor Constance Wilson. The Uni-
versity administration was represented by President Otis A. Singletary; Vice
Presidents Jack C. Blanton, Peter P. Bosomworth, Lewis W. Cochran, Raymond R.
Hornback, John T. Smith, M. Stanley Wall, and Robert Zumwinkle; Dr. Art
Gallaher, Vice President-Designate; Dr. Wimberly C. Royster, Dean of the
graduate School and Coordinator of Research; and Mr. John C. Darsie, General
Counsel. Members of the various news media were also in attendance. The
Secretary reported a quorum present and the Chairman declared the meeting
officially open for the conduct of business at 2:12 p.m.

     C. Minutes Approved

     The Minutes of the September 16, 1980 meeting of the Board of Trustees
were approved without objection.

     D. President's Report to the Trustees (PR 1)

     After a brief review of the items in his monthly report to the Trustees,
President Singletarv recommended that the report be received and filed.
Without objection, it was so ordered.

     E. Recommendations of the President (PR 2)

     Noting that the items presented in PR 2 were routine in nature, President
Singletary recommended that it be approved. On motion by Mr. Black, seconded
by Mr. Ramsey and passed, the recommendations consisting of (1) the Assignment
of Rights for Letters of Patent and (2) the routine appointments and/or other
staff changes were approved and ordered made an official part of the Minutes
of the meeting. (See PR 2 at the end of the Minutes.)

     F. SupDlemental Recommendations of the President (PR 3)

     There were no supplemental recommendations.

     G. 1980-81 Budget Revisions (PR 4)

     The proposed changes in the 1980-81 budget being of a routine nature,
President Singletary recommended approval of PR 4 as presented. On motion
by Mr. Ramsey, seconded by Mr. Clay and passed, the budget revisions
recommended in PR 4 were authorized and approved.  (See PR 4 at the end
of the Minutes.)

     H. Amendments to the Bylaws of the Medical Staff (PR 5)

     Prior to recommending approval of the proposed amendments to the
Bylaws of the Medical Staff, President Singletary said he wished to amend
the document by deleting item 12 under "Definitions." He noted that the
amendments had been approved by the Hospital Clinical Board and the
Council of Supervisors.

     With President Singletary so recommending, on motion by Mr. Black,
seconded by Mr. Ramsey and passed, the amendments to the Bylaws of the
Medical Staff, with the deletion of item 12 under "Definitions." were
approved. (See PR 5 at the end of the Minutes.)

     I. Interim Financial Report (FCR 1)

     Mr. Clay, Chairman of the Finance Committee, reported that the
Committee had met on the morning of October-14 and reviewed the three
agenda items at that time. He then moved that the financial report for
the two months ending August 31, 1980 be accepted. His motion was seconded
by Mr. Black and passed without discussion. (See FCR 1 at the end of the
Minutes.)

     J. Acceptance of Audits for the University of Kentucky Affiliated
Corporations (FCR 2)

     The Finance Committee, having examined the audit reports as submitted
by the firm of Arthur Andersen & Company for the University's affiliated
corporations, recommended acceptance of the reports and Mr. Clay moved
acceptance. His motion was seconded by Mr. Ramsey and passed. (See
FCR 2 at the end of the Minutes.)

     K. Acceptance of University of Kentucky Financial Reports and Report
on Internal Accounting Controls for the Year Ended June 30, 1980 (FCR 3)

     Mr. Clay called particular attention to the first page in the Financial
Report containing President Singletary's statement of accomplishments during
the past decade which occurred during a period of rapid inflation and a declining
share for the University of tax dollars appropriated to higher education. Mr.
Clay also called attention to Vice President Blanton's statement on the last
page of the financial report which identifies problems facing the University in
the 1980's, and said these two statements provide a good summary of the report.
He commended President Singletary and his administrative staff for outstanding
leadership in making this a much stronger University during the past decade.




 














Mr. Ramsey said he would like to second, with enthusiasm, the statements
made by Mr. Clay. Mr. Sturgill in echoing Mr. Clay's comments added that
he feels the University is on the threshold, or has crossed over the
threshold, of being a great University.

     Mr. Clay added that the firm of Arthur Andersen - Company has done
a magnificent lob and he then moved that the Financial Reports, University
of Kentucky Housing and Dining System Report, and the Report on Internal
Accounting Controls for the year ended June 30, 1980 be accepted. His
motion was seconded by Mr. Ramsey and passed without dissent. (See FCR 3
at the end of the Minutes.)

     L. November 11, 1980 Meeting of the Executive Committee of the
Board of Trustees Cancelled

     The Chairman announced that the meeting of the Executive Committee
of the Board of Trustees scheduled for November 11, 1980 will be cancelled;
however, the Board committees will meet. The next meeting of the full Board
is the statutory meeting scheduled for Tuesday, December 9, 1980.

     M. Meeting Adjourned

     There being no further business to come before the meeting, on motion
duly made, seconded and carried, the meeting adjourned at 2:30 p.m.

     Patent Assignment

Recommendation:    that  authorization   be  given  to  the  proper
officials of the University of Kentucky Board of Trustees to
execute an agreement on behalf of the Board of Trustees to the
University of Kentucky Research Foundation of the following
application for Letters of Patent of the United States and the
invention represented thereby:. Jean Yamanis, Serial No.    151,593,
filed May 20, 1980.

Background:   Jean  Yamanis  has invented "Production of Anhydrous
1,4-Dioxane. He has assigned his rights to the invention to the
University  of  Kentucky.   In  accord   with usual practice, it is
recommended  that  the  University   assign  the  patent    to   the
University of Kentucky Research Foundation.

     Appointments and/or Other Staff Changes

Recommendations:    (1)  that approval be given to the appointments
and/or other staff changes which require Board action; and (2)
that the report relative to appointments and/or changes already
approved by the administration be accepted.

Backgound:    The  following recommended appointments and/or other
star changes require approval by the Board of Trustees in
accordance with Part VIII-B of the Governing Regulations of the
University. These recommendations are transmitted to the Board by
the appropriate vice president through the President and have his
concurrence.

Under the Governing Regulations the authority to make certain
appointments and/or other staff changes is delegated to the
President or other administrators who are required to report their
actions to the Board. This report follows the recommendations
requiring Board approval.
