      D. Recommendations of the President (PR 2)

      Recommendations in PR 2 being routine in nature, President Singletary
recommended that it be approved as a whole.

      On motion by Mr. Frank Ramsey, seconded by Mr. Black, and passed
without dissent, PR 2, Recommendations of the President, was approved as a
whole and ordered made an official part of the Minutes of the meeting. (See
PR 2 at the end of the Minutes.)


       E. Degree Candidates - University System (PR 4)

       Without discussion, on motion by Mr. Homer Ramsey, seconded by
Mr. James Newberry and passed, the President was authorized to confer upon
each individual whose name appeared on the list attached to PR 4, the degree
to which he is entitled, upon certification by the Dean of Admissions and
Registrar and approval by the University Senate that the individual has
satisfactorily completed all of the requirements for the degree for which he
has made application. (See PR 4 at the end of the Minutes.)


       F. Budget Revisions for 1977-78 (PR 5)

       On President Singletary's recommendation and without discussion,
on motion by Mr. Palmer, seconded by Mr. Cooper, and passed, the Budget
Revisions for 1977-78 as recommended in PR 5 were authorized and approved.

       G. Doctoral Program in Communications (PR 6)

       President Singletary indicated that the proposed doctoral program in
Communications had been under consideration for approximately two years.
It has gone through all the various councils of the University, been approved
by each, and now requires Board approval so that it may be transmitted to
the Council on Higher Education for approval by that body. Professor Sears
moved that authorization be given for transmission to the Council on Higher
Education a Doctoral Degree Program in Communications. His motion was
seconded by Mr. Gorman and passed without dissent. (See PR 6 at the end
of the Minutes.)


       H. Associate Degree in Nursing at Southeast Community College (PR 7)

       At the request of President Singletary, Dr. Wethington explained that the
Appalachian Regional Hospital in October 1977 decided to phase out its nursing
