_ Beneficiaries. I
S Each Legislative Representative District is allowed to send,   5
on competitive examination, one properly prepared student l
Q each year, between the ages of twelve and twenty-iive, to this
J College, free of tuition charge. Said students shall be selected
, as follows: First. The trustees and teacher of each common
, school taught within said Representative District shall select
J ‘ and send before an Examining Board appointed by the Court
of Claims one pupil in the school managed and taught by them.
3 Second. Any other person resident within the Representative
) District, and within the required limits as to age, may present
y himself to the examining Board appointed by the Court of ·
J _ Claims as a candidate for selection ; and from these persons so
) _ appearing, viz., from the pupils sent before the said Examining
g . Board by the trustees and teachers of common schools, and
_ from such persons within the specified age as present them-
i y selves, the Examining Board appointed by the Court of Claims
: shall select one student, and properly certify to his selection,
f * who shall be entitled to remain at the College four years, or
7 . until the course of study for which he mat1·iculates shall have
l`  — been completed. Preference in such selection and appointment
[ shall be given to energetic, moral young men, whose means are -
Y E  not large, to aid whom in obtaining a good education this pro
U ` vision is specially intended. Properly prepared students, under
¥ the meaning of the acts of the Legislature of which the fore- C
E   going is a summary, are those who can pass a satisfactory
E examination in Spelling, Reading, VVriting, Arithmetic as far
i as percentage, Geography and English Grammar, and who are V
1 y between the ages of twelve and twenty-five years. , l
»  L, All teachers or persons preparing to teach, male or female,
[ _ are admitted free of tuition charge for one year, at the rate of
  not more than four, at the discretion of the Board of Trustees,
1 for each Legislative Representative District. All the classes in _
. the College are open, without extra fees, to students who ma-

  Compensated and Uncompensated Labor.  
, The work necessary for carrying on the Agricultural and
i R Horticultural operations of the College is done by the students
