Yesterday - January 27th, several children complained
to the teachers in the new school building that the water in the
drinking fountains was warm. About 5:30 P. ii. May McDougal, age
_ 15 years was seated on a stool in the girl’s washroom. ··hen she
fl oshed the toilet she was burned by steam and hot water as fo1lo·:.·;·,.:

V _ about 4:00 P. ii. Henry ¤hepherd, age 16 yes~s placed his
mouth over the jet on the drinking fountain and then turned the water
. on when some steam and hot water issued out and hit his face, bwhshxg
_ his mouth and face slightly.
This hot water in the cold water line was clue to the re-
ducing valve between the water supyly system and the hot mater heater,
allowing the hot water to go back into the system; going beck in the ‘
. syetemxshile water was being ueed from the cold water pipes. Use of
the hot water heater has been discontinued until this condition can
‘ be corrected. ‘ _

You no doubt recall this girl received a burn while sitting
on toilet at school on January 27, 1928. lhs diagnosis at that tim
was as follows: s
••First degree burn of buttock extending anteriorly ‘
e to vulvae, posteriorly to first sacral vertebnd
Burned area about 10 inches in diameter." ‘
I understand thatithis girl was burned about 3:50 P. li.,
but instead of reporting directly to the doctor’s office she returned
to her hone at ¤ouse 443 and was 'seen by Ur. Johnson later that L
afternoon. Dr. Johnson dressed the burn with unguentine and instructed
the patient to report to the doctor°s office the following morning. The
patient has never at any time been confined to her bed, but has been
I able to report daily at the office for dressings. On Ncvember 6th, »
however, the girl•s mother sent word that her daughter did not feel · e
equal to walking the distance to the office and requested that the
doctor call atthe house. The patient was again seen by br. Johnson
at her home on Feb. 6th, and the doctor reported that she appeared to
be in very good physical condition, with no rising temperature and no
accelerati on of the pulse. w
I On February Sth the patient was seen by me at the office and '
I found the burned area healing nicely with the exception. of a small
portion on the left buttock where beginning granulation could be seen.
A small furuncle had developed below the burned surfaces which was
opened and dressed. I again saw this patient at her home on February
E 9th, and found her in bed. Her mother stated that the patient was A
conplaining of cramps of lower limbs, loss of appetite and some back- _
aches. On examination I found the burned surfaces to be progressing
nicely with healthy granulations over the small part which had not al-
ready healed. The girl appeared to be in very good physical condition
and had apparently lost no weight. Temperature and pulse normal. s
· As these cases sometimes develop a kidney involvement the
mother was instructed to send a specimen of urine tothe office for anal-
" ysie. ihe specimen was received at the office this *. M. (Feb. 10th}
and examined with the followl ng results:

as there is no evidence of a kidney involvement and in
view of the fact that the burned surfaces ere healing es rapidly

FIRST SIX MONTHS OF 1928
We attach a comparative statement showing promptness in first ·
payments of compensation for the first six months of 1928. This
statement includes all the Works in the United States where the
company operates as a self-insurer but excludes the Works in Ontario
where the company does not make compensation payments.
You will note that we have shown the percentage of cases where
compensation was paid in more than two weeks but less than three.
This is the important column, as in most instances the first payment
l of compensation is due on the fifteenth day of disability. There are,
of course, times when compensation can be paid before the fifteenth
day of disability, particularly in those cases where it is known that
the disability will last for quite a long time and where it may be-
come necessary to pay compensation for the first week. Also in cases
where the employe returns to work sometime during the second week of
disability compensation can be paid before the fifteenth day of dis-
ability.
There are several reasons why compensation payments should be
made promptly. In the first place the injured employe is entitled to
his compensation promptly when due and in the second place we do not
wish to be placed in a position to be criticised by the State author-
ities for failure to pay compensation promptly--thus jeopardizing our
self—insurance permit. If the percentage of your compensation payments
is less than 90% in the column "% paid during the first three weeks",
then there is room for improvement.
Kindly look this statement over and if your record is not what it
` should be, will you kindly arrange to have your record improved.
