       Minutes of the Meeting of the Board of Trustees of the University
of Kentucky, Tuesday, September 15, 1987.


       The Board of Trustees of the University of Kentucky met at 4:00
p.m. Lexington time on Tuesday, September 15, 1987 in the Board Room on
the 18th floor of the Patterson Office Tower on the Lexington Campus.

       A.    Meeting Opened

       Mr. Robert T. McCowan, Chairman, called the meeting to order at
4:00 p.m., and the invocation was pronounced by Mr. T. A. Lassetter.

       B.    Roll Call

       The following members of the Board of Trustees answered the call
of the roll: Mr. Robert T. McCowan (Chairman), Mr. Ted B. Bates,
Professor Raymond F. Betts, Governor Albert B. Chandler, Mr. Albert G.
Clay, Professor Mary Sue Coleman, Professor David R. Driscoll, Jr., Mr.
Tracy Farmer, Mr. Lawrence E. Forgy, Jr., Mrs. Edythe Jones Hayes, Mr.
Henry E. Hershey, Senator Walter D. Huddleston, Mr. T. A. Lassetter, Dr.
Nicholas J. Pisacano, Mr. Frank Ramsey, Jr., Mr. James L. Rose, Mr.
Jerome A. Stricker, Mr. Bobby Watson, Ms. Cyndi Weaver, and Mr. Billy B.
Wilcoxson. Absent from the meeting were Mr. George W. Griffin, Jr., Mr.
Brereton C. Jones, Mr. R. Larry Jones, and Judge Julia K. Tackett. The
University administration was represented by President David P. Roselle;
Mr. Edward A. Carter, Vice President for Administration; Chancellors
Peter P. Bosomworth, Art Gallaher and Charles T. Wethington; Dr. Raymond
R. Hornback, Vice President for University. Relations; Mr. Eugene R.
Williams, Acting Vice President for Information Systems; Mr. John C.
Darsie, Legal Counsel.

       Members of the news media were also in attendance. A quorum
being present, the Chairman declared the meeting officially open for the
conduct of business at 4:03 p.m.

       C.    Minutes Approved

       On motion made by Mr. Stricker, seconded by Mr. Hershey and
passed, the Minutes of the August 18, 1987 meeting of the Board of
Trustees were approved as written.

       D.    Nomination of Officers and Executive Committees

       Under the Governing Regulations officers of the Board and the
Executive Committee are elected annually at the September meeting. Mr.
McCowan, who had appointed a Nominating Committee comprised of Mr. Frank
Ramsey (Chairman), Professor David R. Driscoll, Jr., Senator Walter D.
Huddleston, Mr. James L. Rose, and Mr. Billy B. Wilcoxson, called on Mr.
Ramsey to present the Committee's recommendations.

      Mr. Ramsey placed the following slate of officers for 1987-88 in
nomination:

      Mr. McCowan called upon Mr. Lassetter to serve as acting chairman
for the motion. There being no nominations from the floor, on motion
made by Mr. Ramsey, seconded by Mr. Hershey and passed, the slate was
elected as proposed.

      Mr. McCowan. speaking on behalf of the officers, expressed thanks
and appreciation to the other members of the Board for their expression
of confidence.

       Mr. Ramsey then placed the following slate of Executive Committee
members for 1987-88 in nomination:

       There being no nominations from the floor, on motion made by Mr.

       Mr. McCowan stated that appointments to committees are normally
made in September. However, since the committees were revised in April,
the only changes to be made for 1987-88 are the additions of the new
trustees: Mary Sue Coleman and Cyndi Weaver, Student Code Committee.
He, therefore, indicated the following committee appointments for

       F.    Governor Chandler Recognized

       Mr. McCowan reported that a film had been made entitled "Roads
Home" for Governor Chandler. The film will be shown in the Museum of
Modern Art in New York City, and the Baseball Hall of Fame has purchased
a copy for their outstanding films in their library.   Mr. McCowan stated
the film was a credit to the Governor and the Commonwealth of Kentucky.
Governor Chandler was recognized and given a round of applause.

       G.    President's Report to the Trustees (PR 1)

       President Roselle expressed sympathy over the loss of three
University employees within the last month to automobile accidents:    Ms.
Lil Knowlton, who worked in Employee Benefits, and a husband and wife
team, who were both on the faculty at Prestonsburg Community College,
William Graves and Louise Houghton.

       He reviewed briefly some of the items in PR 1, calling particular
attention to (1) a press conference that had been held regarding
enrollment at the University and some memorable things about it:    the
first time the University's enrollment has gone above 50,000 in its
history, ACT scores continuing their upward trend, and the twelve
National Merit Scholars and 72 valedictorians in this year's freshman
class, (2) the groundbreaking ceremony for the new Regulatory Services
Building on September 9 and the upcoming groundbreaking ceremony for
Prestonsburg Community College on September 18, (3) the Jefferson
Community College Culinary Arts program being one of only eight to
receive accreditation, (4) the success of Saturday Seminars, (.5) a
$735.,658 contract awarded to the Kentucky Geological Survey Natural Gas
Study (6) the Student Center's 50th Anniversary celebration, and (7) the
ribbon-cutting ceremony for the Erving J. Nutter Football Training
Facility.

       H.    Personnel Actions (PR 2)

       With President Roselle so recommending, on motion made by Mr.
Stricker, seconded by Professor Coleman and passed the routine
personnel actions in PR 2 were approved.   (See PR e at the end of the
Minutes.)

       I.    1987-88 Budget Revisions (PR 3B)

       With President Roselle so recommending, on motion made by Mr.
Clay, seconded by Mrs. Hayes and passed, the 1987-88 budget revisions
were approved. (See PR 3B at the end of the Minutes.)

       J.    Proposed Amendments to the Governing Regulations (PR 3C)

       Professor Coleman moved that the proposed amendments to the
Governing Regulations be received for preliminary consideration and be
included on the agenda at the next regular meeting of the Board. The
motion was seconded by Mr. Wilcoxson and passed without dissent.   (See
PR 3C at the end of the Minutes.)

       K.    Proposed Amendments to the Governing Regulations (PR 3D)

       Mr. Rose moved that the proposed amendments to the Governing
Regulations which were received by the Board for preliminary
consideration at its May 1987 meeting be approved.   The motion was
seconded by Mr. Lassetter and carried.  (See PR 3D at the end of the
Minutes.)

       L.    Five Year Plan 1987-92 and Biennial Budget Request 1988-90
(PR 3E)

       President Roselle in presenting the Five Year Plan and Biennial
Budget Request detailed some of the major areas of emphasis and concern
in the Plan and commented about the University's situation.   Vice
President Carter displayed charts and reviewed the items on which the
plan was based.

       Following the presentation, President Roselle recommended that
the Five Year Plan for 1987-92 and the Biennial Budget Request for
1988-90, including the Capital Construction Request, be approved for
submission by the University of Kentucky to the Council on Higher
Education for review and recommendation to the Governor of the
Commonwealth. The motion, which was made by Mr. Ramsey and seconded by
Senator Huddleston, was voted on and carried.   (See PR 3E at the end of
the Minutes.)

       M.    Patent Assignment - Lexington Campus (PR 5A)

       Mr. Clay moved, and Mr. Stricker seconded, that the routine
patent assignment in PR 5A be approved. The motion carried without
dissent.  (See PR 5A at the end of the Minutes.)

       Nd  A(   o intment to University of Kentucky Equine Research
Foundation OPR S

       President Roselle recommended that approval be given to the
appointment of Mr. Edward Bonnie and Mr. John Cashman as members of the
Board of Directors of the University of Kentucky Equine Research
Foundation for terms ending December 1988.   The motion, which was made
by Mr. Clay and seconded by Mr. Hershey, carried unanimously.    (See PR
5B at the end of the Minutes.)




 









      0.    Board Appointments, McDowell Cancer Network (PR 6A)

      President Roselle recommended the reappointment of Carolyn
Kenton, Ivan Jett, Judy Rose, Ben Roach, Albert Dix and David Weil and
the appointment of Byron Young and David Mash as members of the Board of
Directors of the McDowell Cancer Network with terms beginning October 1,
1987 and expiring September 30, 1990. The motion, which was made by Mr.
Stricker and seconded by Mrs. Hayes, was voted on and carried. (See PR
6A at the end of the Minutes.)

       P.    Acceptance of Interim Financial Report for the University
of Kentucky for the Month Ended July 31, 198/ (FCR 1)

      Mr. Forgy, Chairman of the Finance Committee, reported that the
Committee met and reviewed the agenda items at length to be presented
for action. He then moved that the Interim Financial Report for the
University be adopted. The motion was seconded by Mr. Rose and
carried. (See FCR 1 at the end of the Minutes.)

       Q.   Acceptance of Audit Reports for the University of Kentucky
for 1986-87 (FCR 2)

       On motion made by Mr. Forgy, seconded by Mr. Clay and carried,
the Board approved the Audit Reports for the University of Kentucky for
1986-87 as recommended in FCR 2. (See FCR 2 at the end of the Minutes.)

       R.   Capital Construction Report (FCR 3)

       Mr. Forgy entertained a motion to adopt the Capital Construction
Report for the twelve months ending June 30, 1987, and the motion
carried.

       S.    Use of Housing and Dining Maintenance Reserve (FCR 4)

       On motion made by Mr. Forgy seconded by Professor Coleman and
carried, the Vice Chancellor for Administration, Lexington Campus, was
authorized and directed to request the Trustee of University of Kentucky
Housing and Dining System Revenue Bonds to make available the sum of
$375,000 for the purpose of making repairs to Kirwan Tower and Blanding
Tower due to brick spalling. (See FCR 4 at the end of the Minutes.)

       T.    Report of Leases (FCR 5)

       Mr. Forgy presented FCR 5 and made a motion that it be adopted.
The motion was seconded by Mr. Watson and unanimously carried. (See FCR
5 at the end of the Minutes.)

       U.    Establishment of Quasi-Endowment for the Eleanor M.
Snedeker Scholarship Fund for Home Economics Students (FCR 6)

       With the concurrence of the Finance Committee, Mr. Forgy
recommended and so moved that the Board authorize the creation of a
quasi-endowment fund to be entitled the "Eleanor M. Snedeker Scholarship
Fund for Home Economics Students." The motion was seconded by Professor
Betts and carried without dissent. (See FCR 6 at the end of the
Minutes.)

       V.    Report of Investments (ICR 1)

       Mr. Hershey, Chairman of the Investment Committee, reported that
the Investment Committee met and reviewed the report of changes made in
investments for the University of Kentucky and its Affiliated
Corporations for the three months ended June 30, 1987. He then moved
that the report be accepted. The motion was seconded by Mr. Stricker
and carried. (See ICR 1 at the end of the Minutes.)

      W.    Meeting Adjourned

      There being no further business to come before the Board, the
Chairman adjourned the meeting at 4:57 p.m.
