ORGANIZATION AND RATING OF KENTUCKY
HIGH SCHOOLS

By MARK GooMAN, O. J. JONES, L. N. TAYLOR,
Public School Supervisors

Practically every type of high school organization can be found
1 in Kentucky: junior high schools, grades 7, 8 and 9; six-year high
. schools, grades 7-12; traditional four-year high schools, grades 9-12;
three-year senior high schools, grades 10-12 and two- and three-year
high schools, grades 9-10 or grades 9—11.

“cu, ..

There are 848 high schools in Kentucky. Of this number, 89 are
I private schools, 75 are public high schools for colored children, and
' 684 are for white children. Only 14 strictly junior high school organi-
zations made reports to this Department. Their total enrollment is
9,622.

The total enrollment of both public and private high schools is
105,796. Of this enrollment, 89,374 are in public White high schools,
8,576 are in public colored high schools and 7,846 are in private high
schools. The reports for 5 small public high schools and 2 private
high schools did not give enrollment figures.

While 22 have an enrollment between 500 and 1,000; 243 have an

enrollment between 100 and 500 each and 481 each have an enrollment ‘ . I
of less than 100.

There are 647 accredited high schools of which 321 are Class A
and 326 are Class B. Two hundred and twenty-seven public high
schools are six-year organizations.

_In the public and private high schools of Kentucky there are
4,540 teachers employed. Of this number 364 teachers are not yet-

From the point of view of administration, the high school prob-
; lems of the state of Kentucky are largely concerned with the small
1 Igh schools, since the number of small high schools constitutes such
; a large percentage of the total number of high schools in the state.
, The great problem of these small high schools is that of working out

appeal to the needs of the pupils and will at the same time be kept
l‘flhln the narrow range of subjects that they can possibly offer.
{\aturally, It the small high schools attempt to offer a range of sub-
Jeets that Will appeal to pupil interests, the number of teachers that

will be required will be so large that pupil costs will be excessive.
Due to the fact the small high school is necessarily limited in the
program which it can oiier and since it is usualy very expenSive from
the pupil cost standpoint, it is evident that high school facilities in the
state could and would be greatly improved by further consolidation
and the elimination of many small, weak and struggling high schools.
In this connection it is admitted that because of the geographic loca-
tion of many of the smaller high schools in the state, their consolida-
tion with other high schools is not only undesirable, but practically
impossible. The State Department of Education is fully cognizant of
this situation and when the Supervisors attempt to aid in the further
consolidation of small high schools, they take this fact into full con-
sideration.

Anyone who is at all familiar with high school conditions through-
out the state must and will admit that Kentucky has many small high
schools that are so situated that the pupils could be transported to
adjacent schools more economically and with greater educational
advantage to the pupils than is the case in their being continued as
small separate school units. Fortunately, a number of the counties
are aware of this truth and are voluntarily developing programs of
high school consolidation that will eliminate many small and expen-
sive high schools. The Supervisors of the State Department. of Educa-
tion are desirous of co-operating. with boards of education in their
efforts to develop a more efficient and economical organization of their
high school program.

In order that both school officials and taxpayers may know the
high school situation in their respective counties, the following data
have been prepared for the school year 1934-35 and are herewith
presented. " '
