In carrying out its charge the Committee must verify that the investigator
will:

      1.  Provide for the physical protection of the individual subject.

      2. Insure the emotional, psychological and social protection of the
          individual subject.

      3. Insure the privacy and confidentiality of the individual subject.

      4.  Protect the legal rights of the subject as an individual.

      5. Obtain an informed consent from the human subject.

It must also determine that the risks to an individual are outweighed by the
potential benefits to the individual or by the importance of the knowledge to
be gained. With regard to Item 5, the Committee must take special pre-
cautions to protect the rights of those groups of subjects that may not be
capable of giving informed consent, e. g., children or the mentally infirm.
(Should it become necessary, the Human Investigations and Studies Com-
mittee will establish a special protection committee to discharge this
responsibility. )

In the event that a proposed protocol is not approved by the Human Investi-
gations and Studies Committee, the Committee must furnish the investigator
through any unit review committee involved (see Section Two) wVith the rea-
sons for the disapproval.

The Human Investigations and Studies Committee functions through two sub-
committees. The Medical Sciences Human Investigations and Studies Sub-
committee reviews protocols on hbuman investigations originating in the five
colleges of the Medical Center. The Non-Medical Sciences and Professions
Human Investigations and Studies Subcommittee reviews protocols from units
outside the Medical Center that are involved with the academic programs of
instruction, research, and service. Membership composition of each of the
subcommittees is also kept consistent with federal regulations, so that each
subcommittee can act to insure fulfillment of the University's contractual
obligations.

The protocols of all research, development, or demonstration activities
involving human subjects that are generated by departments and academic
or any other units from the colleges of the Medical Center are reviewved
by the Medical Sciences Human Investigations and Studies Subcommittee.
