      1. To support the functions of the Human Investigations and Studies
          Committee by preliminary review of those protocols which need
          to be considered by an independent panel knowledgeable in the
          particular field of inquiry.

      2. To remain abreast of accepted practices for protection of human
          subjects and of the rules and procedures of the Human Investiga-
          tions and Studies Committee so as to provide support to the in-
          dividual researcher in preparation and evaluation of project
          protocols.

A copy of the organizational plan for the unit review committee, along with a
list of current membership on the committee, must be filed with the Human
Investigations and Studies Committee. Each dean is responsible for filing the
review plans for the college and departments in it. Also, a copy of each pro-
tocol reviewed by a unit committee and the committee's report will be for-
warded to the Human Investigations and Studies Committee for final action.
In the event that the Non-Medical Sciences and Professions Subcommittee, on
reviewing a protocol and the unit committee's report, should question or dis-
agree with the action taken by the unit committee, the Committee will advise
the investigator through the unit committee of the reasons for the questions
or disapproval. In all cases, the decision of the Human Investigations and
Studies Committee will be final.


SECTION THREE: GUIDELINES FOR THE INDIVIDUAL INVESTIGATOR

As stated above, it is the responsibility of the individual investigator who
studies human subjects to obtain approval of protocol prior to initiation of
the project. Guidelines for this are as follows:

     1. All research, development, and demonstration protocols in-
         volving the use of human subjects derived from the colleges of
         the Medical Center must be reviewed by the Medical Sciences
         Human Investigations and Studies Subcommittee.

     2. All research, development, and demonstration protocols involving
         human subjects derived from units outside the Medical Center, in-
         cluding administrative units, which are directly involved in the
         academic programs of instruction, research or service, must be
         reviewed by the full Non-Medical Sciences and Professions Human
         Investigations and Studies Subcommittee.
