( Upon authority that was granted by an act of the general assembly {
— passed in 1895 and amended in 190h, the state board of health was given (
(_ power to appoint for a term of two years three intelligent, discreet, li- 2
. ` censed, practicing physicians in the county, who, together with the coun- {
V » ty judge and one person appointed by the fiscal court, composed the county T
,11 ] board of health for Carlisle County. Compensation of tho members of this 1

` _ In 1918 an act defined the duties of the board as they exist today 1
y (Acts, 1918, ch, 65, secs. 1-5, pp. 290-555). No change was made in the i
( mEtHEd of appointing members of the board, but it was stipulated that they *
, ‘ were to draw no compensation (Carroll, sec. 2055). §
The board new has authority; to require heads of families and other 1
persons to execute necessary sanitary regulations to prevent the outbreak
and spread of cholera, smallpox, yellow fever, scarlet fever, and other commu-
nicable diseases; to treat infected populations promptly during premonitory
or other stages of such diseases; to inspect premises believed unclean and
infectious; to fix the location of a county hospital for the treatment of
s smallpox and other eruptive diseases, at a site sufficiently remote from
habitation and public highways; to enforce rules and regulations adopted by
( the state board of health; and to subject persons failing to comply with
such rules to a fine of not less than $10 or more than $100 for each day of
non-compliance. It is the duty of local physicians and heads of families
1 in the county to report all communicable diseases to the county board of I
health.

~ The county board reports to the state board of health at least every (
three months concerning; first, the character of any infectious, epidemic, E
1 or communicable diseases in the county; second, the number of persons re-
· ported infected with such diseases; third, the action taken by the county )
board of health in arresting the progress of epidemics; and fourth, the `
r visible effect of such action. The county board also makes such special
( reports as are required or requested by the state board. The county board [
.— appoints a physician as health officer of the county, and may also appoint Q
