     Meeting of the Board of Trustees of the University of Kentucky on the
31st day of May, 1961.

     The Board of Trustees of the University met in the President? s Office on
the campus of the University at 10:00 a.m. , EST, on Wednesday, May 31, 1961,
pursuant to adjournment of the regular meeting of May 30, 1961, as provided
and required by a motion duly adopted at the aforesaid meeting, all of which
is set forth in the minutes of said meeting. The following members were
present: Harper Gatton, Dr. Ralph J. Angelucci, Dr. H. B. Murray, Dr. R. W.
Bushart, W. F. Foster, Dr. Paul B. Hall, Floyd H. Wright, J. Stephen Wat-
kins and Aubry Brown. Absent: Hon. Bert Combs, Governor of the Common-
wealth and Chairman of the Board; Hon. Robert P. Hobson, Vice Chairman of
the Board; Emerson Beauchamp, Clifford E. Smith, Wendell Butler, Mrs. Paul
G. Blazer, Thomas D. Clark and Robert H. Hillenmeyer. President Frank G.
Dickey and Secretary Frank D. Peterson met with the Board.

     It having been ascertained that a quorum was present for the transaction
of business, and both the Chairman and Vice Chairman being absent, Mr. Harper
Gatton, a member of the Board, called the meeting to order and asked that the
Reverend Thomas Fornash, student pastor with the Wesley Foundation on the
University of Kentucky campus, open the meeting with prayer.


     A. Approval of Minutes.

     On motion duly made, seconded and carried, the minutes of the Board
of Trustees of April 4, 1961, were approved as published.


     B. Approval of Requisitions and Purchase Orders.

     Mr. Peterson read the following letter:

      other documents are made a part of this letter and are avail-able to the

      Board of Trustees for inspection. All purchases have been made in ac-

      cordance with approved policy of the Board of Trustees, and I respectfully

      request confirmation and approval of the purchases as listed conforming

      to the statutes requiring action by the Board of Trustees.

        C. Financial Repor~t.



        Mr. Peterson made financial report of the records of the University for

the ten months ended April 30, 1961, and read the following statement, He pre-

sented the balance sheet and a Board member called attention to the fact that the

members had had the report for the past ten days and were familiar with it.

Dear Doctor Dickey:

    I am submitting herewith the Financial Report of the University of
Kentucky for the ten months ended April 30, 1961. This report contains
a balance sheet and related financial statements which present a complete
financial picture of the period for all funds of the University.

    The Current General Fund budgetary operations for the period
reflect income realized for educational and general purposes in the amount
of $ 17.386,389.46 or 98.5% of the budget estimate of $ 17,650,880-.09.
The expenditures, including encumbrances outstanding amount to $ 14,021,803.67.
This represents 81. 4% of the total Current General Fund Appropriations of
$ 17,213,511.99.

        Upon motion duly made, seconded and carried, the report was authorized
received and put to record.



        D. Sale of $300, 000 of University of Kentucky Bonds Dated April 1,
  1960, Approved.

        The Presiding Officer then reminded the members of the Board that,
  at the regular meeting held on December 13, 1960, a Resolution had been
  adopted, authorizing the issuance of $300, 000 principal amount of "University
  of Kentucky Housing Bonds of 1960", to provide the cost (not otherwise pro-
  vided) of two new buildings for housing approxirriately 96 male students
  (including dining and other appurtenant facilities) currently under construction
  upon the campus of the University, and authorizing the execution of a Trust
  Indenture for the security thereof. Thereafter, at a regular meeting of
  the Board on April 4, 1961, it was resolved and agreed that bids for the
  purchasing of said bonds, or for the purchasing of one or more of the blocks
  thereof as provided in the University' s Loan Agreement with Housing and
  Home Finance Agency of the United States Government, be opened and con-
  sidered upon the occasion of this meeting. He exhibited to the Board a
  signed copy of a short form of "Notice of Sale of Bonds," together with
  affidavits from employees of The Bond Buyer, New York City, and The
  Courier-Journal, Louisville, Kentucky, showing publication thereof in said
  respective newspapers on May 17, 1961. He also exhibited a longer form
  of "tOfficial Statement of the Board of Trustees of the University of Kentucky",
  together with appropriate financial information concerning the University,
  all of which he reported had been furnished in mimeographed form to all
  interested parties upon request.

       On motion of Board Member J. Stephen Watkins, seconded by Board
 Member Ralph J. Angelucci, and unanimously adopted, it was ordered that
 these instruments be preserved by the Secretary as permanent records of
 the University and of the Board of Trustees relating to the proper public
 solicitation of purchase bids, but without reproducing
