Office of the President
                                                October 15, 1973

Members, Board of Trustees:

                MASTER OF PUBLIC ADMINISTRATION
                    AND MASTER OF PLANNING

Recommendation: that approval be given to the two new graduate degrees,
Master of Public Administration and Master of Planning.

Background: Both of these proposals, developed by inter-college faculty
groups, have been evaluated and received recommendations for approval
from special ad hoc committees of the Graduate School, the Graduate
Council, the Graduate Faculty, and the University Senate.

The necessary increases in funding to permit the activation of these programs
are included in the biennial budget request.

The need for properly trained manpower in the State in these professional
areas has been clearly established by the study groups developing the pro-
posals and these programs are designed to offer the proper education to
prepare persons for these professional positions in state and local government
as well as in private firms and agencies.

Since these are new degrees, approval by the Board of Trustees is required
before the proposals are submitted to the Council on Public Higher Education
for consideration.
