. For the past three years, I have made a study of interior
, painting of our houses. I have come up with a n stem which -

this system will greatly reduce the number of ri-ms that
we must paint, because of minor repairs to plas ar, etc.,

into the office for collection from his payroll.
(c) To avoid any misuae of paint or paper given to
the tenants who might trade, sell or give it
away, I would be forced to have a check system.

(d) This is the way the check system would work:
All requisitions where paint or paper was
issued would be grouped by the week. At
the end of the third week, all tenants who
requested and received paint or paper the
first week would be visited by one of the
foreman to determine if the material was
applied or used properly. If the foreman .
finds that the material was not used and
_ the tenant does not wish to return it to S
stock, the total amount of the roguiakion -
will be charged to him.

any unusefi amount will be forfeited. If
the Company has already redecorated the
house prior to someone renting it, no paint
will he given this tenant during the balance
of the year.
I realize what a big bill this would be to the Company should
all of the #10 units paint each year. However, during 1957
over$5,700 worth of interior paint was used.

A big majority of this paint was given to the tenants if
they would furnish the lobar. The labor had to be a painter
now working for the Company. The rest of thegeint was
, applieé to emyty houses, floor furnace Jobs, extra rooms
and a large number of small patch Jobs. A very small portion
of this was sold to tenants who refused to hire a painter and
who wanted to do his own painting.
This system wouli cut out most of the labor involved in paint-
ing after small patch Jobs. Also it would permit me to cut ‘
off one painter. The average yearly wage for the painter is
$5,500.

POLICY FOR PAINTING INTERIORS OF MHEELWRIGHT
HOUSES, EFFECTIVE MARCH l0, l958

1) Each tenant, on request, will be furnished three
gallons of interior paint per year by Inland, free
of charge, with the understanding that the tenant
will use it for the purpose stated in his applica-
tion.
2) In the future, Inland will do no interior painting
of any kind except in case major repairs, altera-
tions or additions are made to a house while it
is occupied
3) As in the pest, Inland will refinish the interior
of a house when it becomes vacant, if necessary,
depending on conditions and according to the judg— »
ment of the Superintendent of the Buildings and
Grounds Department.
h) The Buildings and Grounds Department should maintain
a record of all paint issued to tenants, and within
not longer than three weeks of such issuance should
check to determine whether the paint has been applied
as intended and that no misuse has been made of it.
