I note that House No. 209 (which is the colored boarding house, sometimes
known as the Colored Club House), rents to Hilton Garrett for $25.00 per
month.
This is a l2~room house, and carries an SRA agoraisal of $3,l00.0l.
There are only a few houses in iheelwrightldfich carry an aggraisal in
that price range. Without exception, all of the others rent for at

_ least $65.00 per month, most of them more than that.
I would imagine Mr. Garrett rents this arogerty for his own account,
and lets out rooms to individuals, perhais operating this groperty as
a commercial venture. Certainly, there is no reason to believe this is
not highly desirable, from the standgoint of Island Creek Coal Company.
I would suggest that you investigate that situation, and see if there is
any possibility of raising the rent on that property to about $75.J0 yer
month. If this is the sole means of livelihood For Mr. Garrett, it may
be imoracticable to get this additional revenue out of him. If that is
the case, and if Allen ?ack feels that it is a valuable thing for Island
Creek to have available for their employees, perhaps that company might
ufish to subsidize it to the extent of $50.03 a month.
It would «crhaos be a mistake to agitate the matter without careful eon-
sideration, but if you could give me a renort on the status of No. 209.
and include your recommendations, we could then decide what the best ao-
proach would be.
We would Consider that an increase in the rent on No. 209, if it can be
obtained, would be tantamount, for practical pur)oses, to renting
another house.

Re: Rental of House #209

I have talked at length with Mr. Hilton Garrett, the tenant of House #209; which
is the old colored boardinghouse, sometimes known as Colored Clubhouse. You are
correct in assuming that this is a l2-room house and all furnishings belong to
NICO, INC. Mr. Garrett is a retired man, age about 75 and his wife is about the
same age. This is an old proposition which was entered into by Mr. Garrett with
Inland Steel Corp. He only draws Social Security and does not run a boarding-
house. I believe this is just a way of getting someone to take care of the
property, since the income of the boardinghouse facilities is -O-; and Mr.

, Garrett pays the substantial utility bill. He says if we can get someone else
to take care of it, he would gladly surrender his lease and move to a smaller
building which would lower his utilities.

It is my opinion, after talking with several colored people in that vicinity,
that we will be unable to rent this facility at all if Mr. Garrett should leave;
and I do not believe that we should take any action on this at the present time.
However, when time will permit, I will investigate the possibility of securing
some other renter from which we might be able to receive more income in the ‘
future. Island Creek is not interested in this building, since it has no value
to them as a boarding facility. ‘
