       3. Have demonstrated an increasing ability to work effectively
          with various academic and administrative personnel in an
          institution of higher learning.

       4. Have a growing capacity, including an understanding of many
          fields, to gain the respect and confidence of an academic and
          administrative staff in a university.

       5. Have successful experience and a mounting competence in
          working with civic and other professional groups, not only for
          Extended Programs but for the University at large.

       6. Be able to interpret clearly and effectively to others pertinent
          information about the University and Extended Programs, both
          in written form and orally.

       7. Be competent in conducting or supervising research and studies
          on Extended Programs.

       8. Be competent in the management of fiscal affairs and physical
          matters.

       9. Have a record of sound relationships with people.

       10. Have a growing ability to plan, project, and to make decisions.

       11. Be of appropriate age to assure good health and a reasonably
          long period of service in the position.

       It is mny considered judgment that Dr. R. D. Johnson, who has served
       as Associate Dean of Extended Programs for the past four and a half
       years, is eminently qualified to become the Executive Dean of this
       important part of the University' s total program. Dr. Johnson com-
       bines the abilities and strengths which the Council has deemed de-
       sirable for a new administrative officer. His knowledge of the
       Extended Programs area and his continuing interest in this program
       qualify him for this position. I am recommending Dr. Johnson with
       confidence and feel that he can continue the activities of the Extended
       Programs to the benefit of the University and the Commonwealth.
       Dr. Johnson' s appointment will be effective July 1, 1961; however, I
       am asking him to wvork closely with Dr. Albright during these next
       few months in order that the transition in the program will be as smooth
       as possible.


       Upon motion duly made, seconded and carried, the Board concurred
in the recommendation of the President and authorized the appointment of Dr.
R. D. Johnson to the position of Executive Dean of Extended Programs.
