to purchase the supplies and equipment necessary to install
a system of index for all the public records. In this case,
it is better to confine the work to such important records as
Deeds and Hortgages, than to attempt to include other work in
the project and not be able to finish anything in a proper
manner.

(c) Available Space:
4 Certain types of indexes require more office and file space than
others. Where an office is small and crowded, this factor must
l be considered.
(d) Humber of regular clerical employees in the office:
Tha use and maintenance of some methods ef indexing are less com-
plex than others. In offices whore the help is nornally over»worked
and no funds are available for additional clerk hire, it is ad~
· viewable to install the simplest method.
