Mayor Lexington-Fayette Urban County Government
H. FOSTER PETTIT served two years as mayor of the City of Lexington and was a leader in the consolidation of the city and county governments. He was elected mayor of the Urban County Government in November 1973.
President of the Kentucky Municipal League for 1976, Mayor Pettit is also active with the U. S. Conference of Mayors and the National League of Cities. He was awarded the Optimist Cup in 1976 and the Chamber of Commerce Citizcn-of-the-Ycar citation for 1975.
As chiei executive of the Lexington-Fayette Urban County Government, the inavor is authorized to supervise, administer and control all departments ot government.
The mayor is elected on a non-partisan basis every four vears. He is responsible lor the proper administration of all services of the government. He is assisted principally by the Chief Administrative Ollicer and commissioners of the six departments.
A native ol Lexington, he is an attorney who served three terms as B state representative. He resides on Richmond Road with his wife, Marion, and four sons.
JULIAN M. CARROLL
Governor of the Commonwealth of Kentucky
JULIAN MORTON CARROLL became Kentucky's 58th governor on December 28, 1974, succeeding Wendell H. Ford, who was elected to the U. S. Senate. Carroll then won a full four-year term in the 1975 general election. Born in McCracken County in 1931, he attended Paducah Junior College after graduating from Heath High School. He was graduated from the University of Kentucky in 1954 and received his law degree from UK in 1956. Before becoming governor, Carroll served three years as lieutenant governor and ten years as a member of the Kentucky House of Representatives. He is an active member of the Optimist Club and a former Jaycee. He attained the highest office in Kentucky for laymen of the Cumberland Presbyterian Church in 1966-67 when he was named moderator of the Kentucky Synod. The Governor and his wife, Charlann, have four children.

"I've been preparing for this all my life," CLIFF HAGAN said before taking over as athletics director at the University of Kentucky in 1975. Hagan succeeded Harry Lancaster .is director after serving as assistant director for three years.
Hagan's path to the athletics directorship began in Owensboro, Kentucky, where he established a then state high school tournament record of 41 points in leading Owensboro to victory over Lafayette in the championship game of the 1949 state high school tournament.
At UK, he played on teams that won 86 of 91 games and an NCAA championship (1951). The 1954 team, undefeated in 25 games, elected not to participate in the national tournament.
Now in his eighth year as president of the University of Kentucky, DR. OTIS A. SINGLETARY is a Mississippian whose route to the Bluegrass State curled through Louisiana, Texas, North Carolina and Washington, D. C.
He came to Lexington from a position as University of Texas vice-chancellor for academic affairs. Previously, in Washington, he had been director of the U. S. Job Corps in the early stages of its development before moving to the American Council on Education as vice-president. He had gone to the capital in 1964 after three years as chancellor of the University of North Carolina at Greensboro.
The UNC appointment terminated Dr. Singletary's first association with the University of Texas, this a seven-year stay that saw him, as a young historian, rise rapidly in rank from instructor to full professor and begin the shift to administrative work, first as associate dean and later as assistant to the president.
The Kentucky president, and his wifethe former Gloria Walton, met when both were students at Millsaps College. He later earned master's and doctoral degrees at Louisiana State. The Singletarys have two daughters, Bonnie and Kendall, and a son, Scott.

DICK PARSONS, in his fifth year as Joe B. Hall's No. 1 assistant, returned to the University as baseball coach in 1969. Before giving up his position to join basketball on a full time basis, he molded a team (1971) which established or tied 15 school records.

Much of Kentucky's defensive prowess on the court can be credited to the talent of LEONARD HAMILTON, a third year assistant, who came to UK after three years as an assistant at Austin Peay State University.

A native oi Detroit, Michigan JIM LONG joined the UK staff last v^r as junior varsity coach and scout. In addition to his coaching duties. Long lends his talents to recruiting, scouting and directing UK's summer basketball camp.

University of Kentucky Wildcats Head Basketball Coach
JOE B. HALL'S record as Wildcat head coach for the past four years stands at 79-36. During the 1976 season his team won the National Invitational Tournament and ended the year with a 20-10 record.
Hall became No. 1 varsity assistant and head freshman Coach to Rupp after Harry C. Lancaster was named permanent athletic director Feb. 1, 1969. His record with the freshmen was 60-15, including an undefeated (22-0) season (1971-72) which resulted in the Kittens being crowned National Freshman Champions by the Basketball News.
During his first season as head coach, the Wildcats won their last nine conference games to sew up the SEC title.
His ten-year coaching record is 155-92. Broken down, it shows a 57-50 five-year mark at Regis, a 19-6 record at Central Missouri, and a 79-36 four-year record at Kentucky.
A popular personality on the clinic and convention circuits, Hall also has had much international exposure. In addition to the Globetrotters tour in 1951, and the "Down Under" tour in 1974, he has helped conduct basketball clinics for the U.S. Army in Anchorage and Fairbanks, Alaska (1968) and at Ramstein Air Base in Frankfurt, Germany and the RAF Base at Mildenhall, England in 1975. He also was Olympic Trials coach under Hank Iba at the Air Force Academy in July 1972 and is a member of the 1976 Olympic Basketball Committee.

Entering his seventh year at UK is ROY DON WILSON, who came to the University after serving two years as trainer at The Citadel. A native of Texas, he is a graduate of Amon Carter Riverside High in Fort Worth. He received his B.S. degree from Texas A & M with a major in physical education and a minor in business. He is married to the former Patricia Jane Cotter of Houston. They have a son and a daughter.
WALT McCOMBS Trainer
Returning to UK after a three-year absence during which he served in a similar capacity at Clemson University is WALT McCOMBS. Assigned primarily to basketball, Mc-Combs also works with Wilson on the football field. A native of Belton, S. C, McCombs is a graduate of Parker High School and a 1971 graduate of The Citadel, where he was student trainer for four years. He was assistant trainer at UK in 1972 and '73. He is married to the former Shelby Burris of Belton.

 Wildcats Of The Past
DAN ISSEL ('68 '69 70)
The most prolific scorer in University of Kentucky basketball history was number 44, Dan Issel. The 6-8V2 center-forward is the holder of 36 standing records for the Wildcats.
Issel was raised in Missouri, but didn't play any sports until the family moved to Batavia, Illinois.
According to Russell Rice's "Big Blue Machine":
"I grew four inches, to about 6-6, between my freshman and sophornore years. Don Vandersnick was the coach. He gave me my first real break. He made me work. Before school, I would shoot free throws and jump shots; after school, I would practice one-half hour or 45 minutes on moves under the basket and the outside shot. The fact that he was there made me work harder.
"Ill the spring of my junior year, I got a letter from the University of Wisconsin, When you get a letter, it makes you take a good hard look.
"I played football, basketball, baseball and ran track until my senior year.
"Then the recruiting started pretty heavy. Joe Hall made a visit or two. I really wasn't interested in Kentucky. I was interested in Wisconsin; my folks wanted me to go to Northwestern.
"1 Hew into Louisville for a visit to UK. Joe Hall and Phil Argento picked me up at the airport and drove me to Lexington. It was a nice trip. But I picked up the school newspaper and read a story on recruiting. My name was not mentioned. I couldn't help feeling I wasn't No. 1. So I went home and signed with Wisconsin.
"My dad still wasn't satisfied. lie said, 'Let's take another look at Kentucky.' We made another trip, this time with him paying the expenses. Mr. Logan Gray, the aiqjort manager, had the red carpet rolled out. The stewardesses were running around, wondering who it was for. The big guys UK wanted had signed somewhere else. I changed my mind and signed with UK, Later I learned that I really was their third choice at center."
The 1967 UK Fact Book says of freshman Issel:
"Everybody's prep All-America choice, Dan is classed by Coach Rupp as "the best pivot prospect in the country." Scouts called Dan one of the top three schoolboy cagers of the nation. He could well be the big man that UK has looked for in recent years. He is blessed with fine speed, great agility and a bagful of moves near the basket. Issel grew almost two inches last and is an excellent student." As a freshman, Issel averaged 20.8 points a game and 17.7 rebounds. In his sophomore year his best performance was 36 points against Marquette in the NCAA.
In his junior year, Issel averaged 26.6 points and 13.6 rebounds. He scored 41 points against Vanderbilt and hit 36 points in three other games.
The heartbreaking game for Dan was the loss to Jacksonville during the NCAA tournament.
Issel scored 2,138 points in 83 games. He broke seven individual and two single game records, and is the owner of eight career offensive records.
According to Russell Rice: "I'm as proud of the UK scoring record as of anything I ever accomplished," he said. "When you look down at the list of All-Americans and great basketball players, it really makes you feel proud. I think it will be broken, especially now that players have four years of varsity eligibility. But it is nice to say it is something you accomplished."
After graduation, Dan played professional ball for the Kentucky Colonels, the Baltimore Claws and is presently playing with the Denver Nuggets. Mail will reach him at this

Freshman Jay Shidler was the hero in the Wildcats win over Florida in Gainesville on January 18th. Shidler sank two free throws with four seconds remaining to give Kentucky a 73-71 win in Alligator Alley.
The 'Cats saw leads of eight, seven and six points dwindle but did not crack under the pressure supplied from the Gators and their fans.
In a game in which there was much debate over die length of a second, UK's high scorer was Jack Givens with 19 points. High man for the Gators was Bob Smyth who had 14. Wildcat Rick Bobey saw only 23 minutes of action due to breathing difficulties.

The most impressive Florida player I have ever seen was Neal Walk. He was a big 6'11". I think he was a native of the stale of Florida, but he gave Kentucky a lot of problems. They tried to recruit him and like so many who go somewhere else, he was awfully tough on Kentucky when the 'Cats faced the Gators. He was a big, strong, smooth basketball player and did play pro ball for some time. (Walk, Florida 66-69, holds three seasons records for Florida most rebounds (494); most free throw attempts (278); and most free throws scored (201). He holds eight Gator career records.)
The game I remember the most was played during the 70-71 season in Alligator Alley. Coach Rupp was having trouble with his foot and could not make the trip to Florida and Georgia. Joe Hall took the club in there and got beat. Florida won 74-65. Joe went on to Georgia two days later and won 107-95. The Gator game was the last game the 'Cats lost that season, finishing with a 22-6 record to win the Southeastern Conference championship. They were beaten by nine points in Alligator Alley but the comeback from that defeat is what I recall most.
A lot of Kentucky-Florida games have been real close but they have just not been basketball classics. There have been some close ones where the outcome was in doubt all the way but I can't remember many great ones.
Head coach, John Lotz, who came to Florida in 1973, has to be given credit for having done a great job there. He still does not have, in my view, the talent that some of the other teams in the league have. He's got Richard Glaspcr, the 6-0 guard who was voted the state's outstanding junior college player by the juco coaches. He also has Bob Smyth who is a good dependable ballplayer. But actually you can't look in there and see many ballplayers who would play at Kentucky or Tennessee or Alabama. Still, he has done a good job getting them together. I tin'nk that when they get their new arena he will have more to offer the players and can begin to recruit. The Florida weather has got to be a good recruiting too too.
Lotz is doing a super job with what he has to work with. I don't think tiiat they are top players, they're not bad but you just don't see the kind of players you do on the other teamseven at Auburn and it may not finish any higher than Florida does or Kentucky or Tennessee. You just don't have that kind of ballplayer.
