REMARKS: It has been difficult from the reports handed
in to get all the work that has been done. The distribution
of the work is under-stated rather than over-stated; and the
agents have found it hard work to differentiate cooperators,
and I know much cooperative work is not reported because
of this difficulty. This will explain why our list of coopera-
tors is very small; also in counties where agents have been
for more than one year, a large majority· of the farmers
