PREFACE
I The Inventory of Federal Archives in the States, is one of the prod-
ucts of the work of the Survey of Federal Archives, which operated as
a nation—wide project of the Works Progress Administration from January
l, 1956 to June 50, 1957, and has been continued in Kentucky since that
date as a state project of that Administration.
The plan for the organization of the Inventory is as follows: Series
I consists of reports on the administration of the Survey, acknowledg-
ment, and general discussions of the location, condition, and contents
of federal archives in the states. Succeeding series contain the de-
tailed information secured by workers of the Survey, in inventory form,
a separate series number being assigned to each of the executive depart-
ments (except the Department of State) and other major units of the
Federal Government. Within each series No. l is a general introduction
to the field organization and records of the governmental agency con-
cerned; the succeeding numbers contain the inventory proper, separate
numbers being assigned to each state in alphabetical order. Thus, in
each series, the inventory for Alabama is No. 2, that for Arizona No.
5, that for Arkansas No. 4, etc.
For each local office information regarding each series, or unit of
related records, is presented in the following order: title, inclusive
dates ("to date" indicating an open file at the time the information
was secured), general description of informational content, description
of the system of filing or indexing (if any). a statement of frequency
and purpose of usc, form of the record itself (bound volumes, sheets
in folders, etc.), linear footage, description of the containers, physi-
cal condition of the records (not stated if satisfactory), location by
room number or other identifying information, and finally, the number
of the Form 58SA on which this information was originally recorded by
a Survey worker and from which it was abstracted for the Inventory. `
This form is on file in The National Archives. When it contains sub-
stantial information on addenda sheets which has not been included in
the mimoographed abstract, indication of this is given by use of the
reference "Sec addenda."
In Kentucky the work of the Survey was undertaken by Judge Samuel
G C. Williams, with Mr. John Wilson Townsend as his assistant, from its
_s inception until October 1956. Since that time Mr. Townsend has been
lp in charge of the project. This Inventory of the records of the Depart-
{ ment of the Treasury in Kentucky was prepared in the Louisville office
of the Survey and was edited before final typing by Dr. Drik Achorn of
the Washington office. It is reproduced in mimeographed form through
L the facilities of the Historical Records Survey.

This office, established November 17, 1950, was located in the
Keller Building, 5th and main Streets, until December 1, 1950, when it
was moved to the Old Louisville Trust Building, 421 Market Street. Re~
maining there until January 1951, it was moved to the Washington Build-
ing, 4th and Market Streets and, in 1952, to its present quarters. lts
functions are to liquidate assets of insolvent banks and to act as liqui-
dator for the Federal Deposit Insurance Corporation. Quarterly reworts
of activities are submitted to Washington.

OFFICE OF NATIONAL BANK EXAQINER

This office, established in 1914, was formerly located in the Old
Fest Office Building, 4th and Chestnut Streets. In 1952 it was moved
to its present quarters. Its function is to examine banks at the direc-
tion of the Comptroller of Currency. Under the supervision of the
Eighth Federal Reserve District, St. Louis, Missouri, it has juris-
diction in that part of Kentucky located west of the eastern boundaries
of Carroll, Owen, Franklin, Anderson, Mercer, Boyle, Casey, Russell,
and Clinton counties. Originals of all reports are sent to St. Louis.
Records prior to February 1955 were retained by the former bank ex-
aminer when he was transferred to another district.

This office was established May 15, 1924. Its area of jurisdiction
covers eastern and central Kentucky, known as sub-district F, and fune-
tions under the 4th Federal District, Examining Division, Cleveland,
Ohio. The Personnel consists of the National Bank Examiner and the
Assistant National Bank Examiner. All original records are sent to the
Cleveland office. Old copies of reports are burned when considered
obsolete, usually after a period of two years.

By the first Tariff Act, approved July 4, 1789, Louisville was es-
tablished as a port—of-entry, and a Collector was appointed. In 1807
the title "Co11ector" was changed to that of "Surveyor of the Port,"
which was continued until 1915 when "Co11ector" was again brought into
use. Originally the Collector's authority was to "ettend over all
waters, shores and inlets included between the rapids and the mouth of
the Ohio River on the southeast side thereof." At present, District
42, of which Louisville is headquarters port, embraces the state of
Kentucky. The Collector also handles all mail entries and parcel post
for Tennessee, with the exception of the city of Memphis. By virtue
of his office, he is charged with the enforcement of navigation laws
on the Ohio River from its mouth to the Big Sandy, as well as on all
navigable streams in Kentucky. In 1852 the office was located on the
north side of Jefferson Street, between Sixth and Seventh; in 1859 it
occupied what is now the Courier-Journal Building, southwest corner,
Third and Liberty Streets; in 1895 the old Post Office Building, north-
east corner Fourth and Chestnut Streets; and since November 18, 1952,
its present quarters. Some of the agency‘s older records were destroy-
ed by the flood in January 1957. Each year a list of useless papers
is sent to`Washington with request for permission to destroy them.
