Dear Mr. Peterson:

I have examined the part of the proposed contract between
the Board of Trustees of the University of Kentucky and the
Bureouof Ordnance of the Navy Department which is contained
in the printed contract form desil;nated as "Navord Form
1568 (1) (Rev. 7/45)".   This is a standard government form
providing for the payments of the cost of a project with or
witihout a fixed fee,

The form is made applicable to a particular project by a
supplemental agreement designated as "Schedule A" which is
incorporated in the contract by reference.   The supple-
mental agreement contains a detailed description of the work
to be done, the estimated cost, the fee to be received by
the contractor# if any, the agreed time for completion of
the work and rmay contain modifications of the standard
form contract,   The supplemental agreement was not included
in the papers I received., and I presume that the details
will not be worked out until after it is determined that
toe University will undertake the work.
