         RESOLUTION ADOPTING REVISED PURCHASING REGULATIONS


Reomnendation: that the Board of Trustees adopt the attached
revised regulations implementing House Bill 622 (KRS 164A.555 -
.630) and rescind the regulations adopted on December 12, 1989.

Bvakgzounjd: KRS 164A.555 - .630 is the codification of House Bill
622, which gave the University authority to manage its own financial
affairs. At its December 12, 1989 meeting, the Board adopted
purchasing regulations, which were then submitted to the Legislative
Research Commission. The Legislative Research Commission is
attempting to centralize in one repository all rules and regulations
pertaining to purchasing for all public agencies. and had asked the
state universities to formally adopt and file regulations with the
Commission. After the universities had filed their proposed
regulations, the LRC suggested a standard format for the regulations
so that the universities would have similar regulations to deal with
all components of HB 622: purchasing, fund accounting, financial
management responsibility, audits, bonds, capital construction,
affiliated corporations, and the establishment of a fund for
excellence.

This resolution is required in order for the University to refile
its regulations in the standard format suggested by the LRC. Once
the regulations are formally approved, they will be made a part of
the State Administrative Regulations.
