now say to you what I have already said to her.

First, I thing, if possible, Pfcgrcos shoulfi be editc.
by-e member of the Official Board. So long as it is the organ of
the Association an elected officer should be responsible for the
policy of the peter.

Second, I believe the time haa come when Progress could
and should be put upon a eetf-e tporting basis. The taper has
never had a fair show. That is, it has never been the chief care
or first consideration with anybody. It was the fifth wheel to
fire. Upton'e Gheriot, if i may use that expression, both as to editn
ing an& business management. Here it has been the same. I have
talked with mice Peck about it and she is as firmly convinced as i

am that the paper could be made to pay. The subscription list

is increasing and no doubt could be doubled in a comparatively short

time if a cyetemetic oanvaec for subscriptions could be inaugurated
and as systematically followed up. Some e’verttsing could be

secured, even at the present rate of circulation. The paper should

 

 either be established as a weekly or enlarged. Being naturally cau-
tioue l shoulo probably advise continuihg it me a monthly for the”
rost of this year, if any responsibility for the eecieion reeted upon
me. The busineee management of the paper should be put into the
hende'of an experienced woman who should devote all of her time to it,
and who would work in harmony with the editor. If it were necessary
to borrow gene money to etart this project right I believe the Aeso-
cietion would be justified in doing so. I believe my friend, Zell
hart Deming, who is known to most of you, could take the business
management and make it a oucceee. I have no idea, however, whether
she would be available and thie ie the only time I have mentioned her
meme in connection with it. IL fact it has juet occurred to me. I
have thought of fire. Boyer, of Florence Garvin of Rhode Island, and
ore. Ella B. Kendrick of Gonnecticut, as persons who mith possibly be
utilized in eouhection with the gross work and Progress, but I do not
know any One of them well enough to know Whether these euggeetione
are practicable.

Third, Progress and the prose work cannot be done by 222 person
and well done. That is, if either is done well, the other must be
neglected. There are so many opportunitiee in the line of press work
that it is impossible to follow up all of them. The rapid develop-
ment of this work along the lines euggeetefl in my report to the Seattle
Convention has been as astonishing as it has been gratifying. Now

thie_brings us face to face with another question. Shall the present

policy be continued, or have we reecéed a place where we can let the

newspaper syndicates take care or themeelvee? Ie the demand for
suffrage material such that if We did not meet it through our articles

to the Syndicatee, they would get suffrage stories from their own

writere or paid contributors? Could the time and energy and money now
expended on thie work be better put into Progress? Theee quoetione I
am not able to answer but since they occur to me I consider it my duty
to present them to you for your considenation. It seems to me that
the prose service which the Eational used to give the States should be
re-eetabliohed for the States in which campaigns are on . I think

such service ehould be put into operation an soon as possible and con—

tinued up to election time. Washington seems to be getting on Very

well with its-prose work, but would welcome our help. Hrs. Boyer ie

doing press work in Oklahoma but eays She could use our material to
good advantage, and South Dakota and Arizona want it badly.
I have no ”official excuse" for writing this letter, but I am
confident that you all know me well enough to appreciate my motives.
Mrs. Harper has put the Convention press work entirely in my
charge and Kiss Gillett is co-oporating with ue enfl things seem to be

working out very eatiefactoriiy.
