My dear Miss Clay:—

May we have your opinion in regard to the fol-
lowing important matters concerning our Federation: "At the request
of Mrs. Pennybacker and Mrs. Leech, that a request be sent to Secrea
tary Wilson of the Labor Department, asking the retention of Miss
Julia C. Lathrop, as head of the children's bureau. It had occur-
ed to me for sometime that some such action should be taken by our
Federation.”

This resolution sent in by Mrs. Jae. Leech,
Chairman of Committee on Asylums. ”That in view of the unimpeached
record of Dr. Gardiner as Superintendent of the Central Hospital at
‘Lekeland; his recognized efficiency in behalf of civil service which

is now being so strongly emphasized under President Wilson's admin—
istration; and for the benefit accruing to patients from unchanged
medical efficient care; we urge the reappointment of Dr. Gardiner
as Superintendent at Lakeland.”

Here is some information that we would like to

give to the'members 0f the Executive Committee. Any comments or

suggestions will be gladly received.

Mr. Barton, the State Fores-

 

 ter has asked the cooperation of the Federation in organizing a State
Association of Forestry. He has consented to address us at Middles—
boro, and we think it would be well to have him touch upon the asso—
ciation at this time.

Mrs. Dickey in issuing the Federation Dailey
hopes to receive the cooperation of some of the departments of state;
for instance, the Department of Agriculture, and the State Board of

Health.

Dr. Heizer has offered to supplement our member~

ship list, so as to send out the bulletin of the Health Board and
literature that he and Mrs. Riker hope to distribute in the homes
represented by the Federation. This will be of mutual benefit.
Our committee is doing splendid work for them by COOperating with
the County Medical Association; helping with the blindness and gen—
eral health of the children in our state, and now cooperating to get
Miss Lathrop to send an expert to Kentucky, and in many other ways
which are familiar to you.

Miss Margaret Woodrow Wilson, Chairman of the
Committee on Social Centers of the Russell—Sage foundation, has asks
ed our cooperation and offers to supply a speaker for the Middles-
boro Convention if we so desire; what is your pleasure in this matter?

Mrs. Desha Breckinridge after an interview with
the Attorney General writes the following, and asks that the matter
be laid before the Board; Mr. Garnett suggested that if we could get
a county woman to ask a primary election officer if he would allow
her to vote in the primary, and said officer were to refuse, aforea
said lady might then bring a mandamus suit. If decided in her favor

women could then vote in primaries. This would be of course our

 

 natural inheritance in getting the School Suffrage law passed and

Mrs. Breokinridge suggests the Educational Committee taking it up.

The cost of such a suit will probably be greater than we can bear

this year, having already made our arrangements for the convention.
But we have asked that Mrs. Breckinridge investigate the cost before

we can take action upon the subject. Our recommendation would be

to postpone this matter until next year.

quarters or direct from me.
