- Biography / History
- William Hayes was born on September 3, 1917 to George and Daisy Stephens Hayes in Pine Knot, Kentucky. George Hayes worked as a coal miner in multiple coal camps throughout Kentucky and Tennessee, including Verda, a particularly poor camp in ill-repair. Hayes attended the Pine Mountain Settlement School from 1934-1938, becoming one of the early students accepted at the school from coal camps. From 1937-1953 Hayes worked as the farm manager for the Pine Mountain Settlement School. After the closure of the farming program at Pine Mountain, Hayes worked for the Kentucky Division of Forestry from 1953 until 1964, when he moved to the United States Forest Service. In 1966, Hayes joined the newly formed Kentucky Department of Natural Resources as the department's first Strip Mine Reclamation Supervisor. He left in 1976 over moral and ethical objections to the practice of surface mining. In 1977, Hayes testified during Congressional hearings for what was to become the eventual Surface Mining Control and Reclamation Act. Following the passage of the act, Hayes worked as a reclamation inspector.
- Hayes married Fern Hall in 1940; they had three children. William Hayes died on March 3, 2006, in Asheville, North Carolina.

- Scope and Content
- The William Hayes coal mining scrapbooks (dated 1967-1997, 1.35 cubic feet, 2 boxes) consists of two scrapbooks of newspaper clippings created by William Hayes, a reclamation inspector, about coal mining in Kentucky. The first scrapbook covers the dates of 1967 to 1970 and the second scrapbook covers the rest, 1970 to 1997. Many of the clippings come from the Louisville Courier-Journal, however the clippings cover coal mining issues across Kentucky. Haye's gave the scrapbooks to his colleague Patrick Angel, a senior soil scientist/forester for the Office of Surface Mining, upon his retirement.
