       Minutes of the Meeting of the Board of Trustees of the University of
Kentucky, Tuesday, August 26, 1986.


       The Board of Trustees of the University of Kentucky met at 1 p.m.
(Eastern Daylight Time) on Tuesday, August 26, 1986 in the Board Room on
the 18th floor of the Patterson Office Tower on the Lexington Campus.

       A.    Meeting Opened and Oath of Office Administered

       Mr. Robert T. McCowan, Chairman, called the meeting to order at 1
p.m., and the invocation was pronounced by Professor Constance P. Wilson.

       Mr. McCowan welcomed the new members of the Board of Trustees and
requested Mr. John C. Darsie, General Counsel, to administer the oath of
office to the following:

       Professor Raymond F. Betts, faculty representative elected to
          replace Professor James D. Kemp, for a term expiring June 30,
          1989.

       Professor David R. Driscoll, Jr., faculty representative elected
          to replace Professor Timothy A. Cantrell, for a term expiring
          June 30, 1989.

       Ms. Donna G. Greenwell, who will serve as student trustee for
          the 1986-87 academic year.

       B.    Roll Call

       The following members of the Board of Trustees answered the call of
the roll: Mr. Robert T. McCowan (Chairman), Professor Raymond F. Betts,
Mr. William R. Black, Governor Albert Benjamin Chandler, Mr. Albert G.
Clay, Professor David R. Driscoll , Jr., Mr. Tracy Farmer, Mr. Ronald G.
Geary, Ms. Donna G. Greenwell , Mr. George W. Griffin, Mrs. Edythe Jones
Hayes, Mr. Henry E. Hershey, Mr. Brereton C. Jones, Mr. R. Larry Jones, Mr.
T. A. Lassetter, Mr. Frank Ramsey, Mr. James L. Rose, Mr. Bobby Watson, and
Professor Constance P. Wilson.  Absent from the meeting was Mr. W. Bruce
Lunsford. The University administration was represented by President Otis
A. Singletary; Mr. James 0. King, Vice President for Administration;
Chancellors Peter P. Bosomworth, Art Gallaher, and Charles T. Wethington;
Dr. Raymond R. Hornback, Vice President for University Relations; Mr. John
C. Darsie, General Counsel; Mr. Henry Clay Owen, Controller and Treasurer;
and Dr. Paul G. Sears, Special Assistant for Academic Affairs.

       Members of the various news media were also in attendance.  A quorum
being present, the Chairman declared the meeting officially open for the
conduct of business at 1:05 p.m.

       C.    Minutes Approved

       On motion made by Mr. Lassetter, seconded by Mrs. Hayes and passed,
the Minutes of the July 29, 1986 meeting of the Executive Committee of the
Board of Trustees were approved as written.

       D.    President's Report to the Trustees (PR 1)

       President Singletary reported the approval of the EPSCoR grant,
stating it was a significant program enhancing the University's research
competition. He thanked Mr. Lassetter, chairman of a group of business,
government and university leaders, who worked with the Governor and her
staff in putting together the project. Mr. Lassetter expressed
appreciation for Dr. Leonard Peters' significant contribution and for the
support of the Governor's Office, without which, he said, the committee
would not have been successful.

       President Singletary also announced (a) the energy conference
scheduled on September 18-19 which is expected to attract some of the top
energy research people in the country, (b) the Saturday Seminar Series,
preceding home football games from September 13 through November 15,
sponsored by University Extension, (c) a $1.2 million agreement between the
state and the University's Transportation Research Program, and (d) the
$75,000 Merck Foundation Award from Merck, Sharp, and Dohme, which was
presented to the College of Pharmacy.

       E.    Personnel Actions  (PR 2)

       With President Singletary so recommending, on motion made by Mr.
Ramsey, seconded by Mr. Larry Jones and passed, the routine personnel
actions in PR 2 were approved. (See PR 2 at the end of the Minutes.)

       F.    Supplemental Personnel Actions  (PR 3A-1)

       Acting on the recommendation of President Singletary, Mrs. Hayes
moved approval of the supplemental personnel actions in PR 3A-1. Her
motion was seconded by Mr. Griffin and carried. (See PR 3A-1 at the end of
the Minutes.)

       G.    Naming of University Building (PR 3A-2a)

       President Singletarv indicated his pleasure in recommending that the
new football training facility be named the E. J. NUTTER TRAINING CENTER in
honor of Mr. Ervin Nutter's significant contributions to the University of
Kentucky. The motion, which was made by Mr. Brereton Jones and seconded by
Mr. Black, was voted on and unanimously carried. (See PR 3A-2a at the end
of the Minutes.)

        H. Naming of University Building (PR 3A-2b)

        President Singletary also indicated his pleasure in recommending
that the new Lexington Community College building be named the RICHARD P.
MOLONEY, SR. BUILDING in honor of the late Senator Moloney's many
contributions to education in the Commonwealth in general and to higher
education in particular.  Professor Wilson so moved.  The motion was
seconded by Ms. Greenwell and unanimously carried. (See PR 3A-2b at the
end of the Minutes.)

       I.   Proposed Amendment to the Governing Regulations  (PR 3B)

       Mr. Lassetter moved, and Mr. Larry Jones seconded, that the proposed
amendment to the Governing Regulations in PR 3B which was received by the
Board of Trustees at its June 1986 meeting be approved. The motion carried
unanimously. (See PR 3B at the end of the Minutes.)

       J.    Approval of Degree Candidates--Lexington Campus and Medical
Center (PR 3C)

       Mr. Rose moved that the list of candidates for degrees in the
Lexington Campus and Medical Center sectors as recommended in PR 3C be
approved. The motion was seconded by Mrs. Hayes and carried. (See PR 3C
at the end of the Minutes.)

       K.    Candidates for Degrees--Community College System  (PR 4A)

       Mr. Black moved that the degrees and certificates specified in PR 4A
be awarded to the persons named, upon certification that the requirements
for those degrees or certificates have been satisfactorily completed. The
motion, which was seconded by Mr. Clay, was voted on and carried. (See PR
4A at the end of the Minutes.)

       L.    Memorandum of Understanding Between the University and
Community Improvement Foundation, Inc., Madisonville, Kentucky   (PR 4B)

       Mr. Ramsey moved that the President be authorized to enter into a
Memorandum of Understanding between the Community Improvement Foundation,
Inc., of Madisonville, Kentucky, concerning the acceptance of a gift of
$500,000 from the Foundation to be used to defray, in part, the cost of
designing and constructing an academic/auditorium building at Madisonville
Community College. The motion was seconded by Mr. Black and carried
without dissent. (See PR 4B at the end of the Minutes.)

       M.    Resolution Relative to the Activation of the Owensboro
Community College (PR 4C)

       With President Singletary so recommending, Mr. Clay moved adoption
of the following Resolution relative to the activation of the Owensboro
Community College entitled:

       RESOLUTION OF THE BOARD OF TRUSTEES OF THE UNIVERSITY OF KENTUCKY
       ACCEPTING FROM THE CITY OF OWENSBORO AND COUNTY OF DAVIESS, CERTAIN
       LAND SITUATED IN DAVIESS COUNTY, KENTUCKY, FOR THE PURPOSE OF
       ESTABLISHING THE UNIVERSITY OF KENTUCKY OWENSBORO COMMUNITY COLLEGE;
       FURTHER AUTHORIZING THE EMPLOYMENT OF AN ARCHITECT AND DEVELOPMENT
       OF PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF NEW FACILITIES
       FOR OWENSBORO COMMUNITY COLLEGE



       Mr. Clay's motion was seconded by Mr. Watson and unanimously
carried. (See PR 4C at the end of the Minutes.)

       N.    Patent Assignment  (PR 5A)

       On motion made by Mr. Farmer, seconded by Mr. Larry Jones and
carried, the routine patent assignment in PR 5A was approved. (See PR 5A
at the end of the Minutes.)

       0.    Board Appointments, McDowell Cancer Network   (PR 6A)

       President Singletary recommended that Ms. Martha Broadbent, Dr. John
Cronin, Mr. Billy Joe Hall, Ms. Cornelia Cooper, and Judge Rebecca
Overstreet be reappointed as non-faculty members, and that Dr. Wimberly C.
Royster and Dr. Philip DeSimone be reappointed as faculty members of the
Board of Directors of the McDowell Network for terms to expire on September
30, 1988, and that Mr. David Weil and Mr. Albert Dix be appointed to fill
vacancies in terms expiring on September 30, 1987. The motion, which was
made by Ms. Greenwell and seconded by Mr. Rose, was voted on and carried.
(See PR 6A at the end of the Minutes.)

       P.    FUND Board of Directors Appointment   (PR 6B)

       On motion made by Mr. Brereton Jones, seconded by Mr. Farmer and
passed, approval was given to the appointment of Mr. Arch G. Mainous, Jr.
as a member of the Board of THE FUND for the Advancement of Education and
Research in the University of Kentucky Medical Center beginning July 1,
1986 and ending June 30, 1987. (See PR 6B at the end of the Minutes.)

       Q.    Status Report on Open Meetings Suit

       At President Singletary's request, Mr. Darsie reported that the
Fayette Circuit Court has ruled that the Presidential Search Committee is
not required by state law to hold its meetings in public. He further
reported that the Lexington Herald-Leader has appealed the ruling.

       R.    Information Items

       President Singletary gave the Board an update of several activities
on campus including the search for directors of the Maxwell H. Gluck Equine
Research Center, Robotics Center and Center for Computational Sciences. He
also gave an update on capital construction projects that are underway and
planned.

       S.    Report of Leases  (FCR 1)

       Mr. Clay, Chairman of the Finance Committee, reported that the
Committee met on the morning of August 26 and reviewed the six agenda items
to be presented for action. He then moved that the report of leases in FCR
1 be accepted. The motion, which was seconded by Mr. Farmer, carried.
(See FCR 1 at the end of the Minutes.)




 











       T.    Lease of St. Agnes House  (FCR 2)

       On motion made by Mr. Clay, seconded by Mr. Griffin and carried,
authorization was given for the Vice Chancellor for Administration of the
Lexington Campus to renew the lease of St. Agnes House as recommended in
FCR 2. (See FCR 2 at the end of the Minutes.)

       U.   Lease of Hospital Hospitality House  (FCR 3)

       Noting that FCR 3 was a similar lease, Mr. Clay moved that the Vice
Chancellor for Administration of the Lexington Campus be authorized to
renew the lease with Hospital Hospitality House of Lexington, Inc. as
recommended in FCR 3. The motion was seconded by Mr. Rose and carried
without dissent. (See FCR 3 at the end of the Minutes.)

       V.    Disposal of Personal Property  (FCR 4)

       On motion made by Mr. Clay, seconded by Mr. Ramsey and carried, the
Board approved the disposition of obsolete and surplus equipment as
recommended in FCR 4. (See FCR 4 at the end of the Minutes.)

       W.   Authorization for Incineration of Paid Bonds and Coupons  (FCR
5)

       On motion made by Mr. Clay, seconded by Mr. Larry Jones and carried,
authorization was given for incineration of paid bonds and coupons as
recommended in FCR 5. (See FCR 5 at the end of the Minutes.)

       X.    FCR 6 was Withdrawn

       Y.    Resolution Ratifying, Confirming and Approving the Action of
the Executive Committee of the Board of Trustees of the University of
Kentucky (I) Authorizing the Issuance and Sale of $21,000,000 of University
of Kentucky Hospital Revenue Bonds, Series A, and (II) Modifying the Series
Resolution of the Board Adopted on June 25, 1986, Authorizing the Issuance
of Series A Hospital Revenue Bonds to Reflect the Correct Principal
Maturities and Related Clarifying Text  (FCR 1)

       Trustee Clay moved and Trustee Lassetter seconded that the action of
the Executive Committee of the Board of Trustees of the University of
Kentucky (i) authorizing the issuance and sale of $21,000,000 of University
of Kentucky Hospital Revenue Bonds, Series A, and (ii) modifying the Series
Resolution of the Board adopted on June 25, 1986, authorizing the issuance
of Series A Hospital Revenue Bonds to reflect the correct principal
maturities and related clarifying text, is hereby ratified, confirmed and
approved.

moved that the report of changes made in investments for the three months
ended June 30, 1986 be accepted. The motion was seconded by Mr. Hershey
and carried. (See ICR 1 at the end of the Minutes.)

       AA.   Presidential Search Committee Status Report and Portrait
Committee Name_

       Mr. McCowan gave an update on the activities of the Presidential
Search Committee.

       After noting that portraits of former presidents of the University
were hanging in the Board Room in the Administration Building, Mr. McCowan
recommended that the Board authorize and commission an artist to paint a
portrait of President Singletary. On motion made by Professor Betts,
seconded by Professor Wilson and unanimously carried, it was so ordered.
Mr. McCowan named the following Trustees to serve on a portrait committee:
Professor Raymond F. Betts (Chairman), Mrs. Edythe Jones Hayes, Mr.
Brereton C. Jones, and Mr. Tracy Farmer.

       BB.   Kentucky Health Care Access Foundation, inc. Update

       Mr. Brereton Jones reminded the Board that the Health Care Access
Committee was created in May 1983 to work on the indigent care problem at
the Chandler Medical Center. The Committee functioned over the next one
and one-half years and created the Kentucky Health Care Access Foundation.
Mr. Jones reported on the success of the Foundation saying that it has
helped provide care to more than 13,000 people at no cost to the taxpayers
of the Commonwealth. He also reported that almost 2,300 doctors across the
state and 97 of the state's 105 hospitals are participating in the
program. He stated that the Foundation does, however, need funds and that
it has scheduled a fund-raising event on October 11. Items of general
interest will be auctioned, and Mr. Jones requested that each member of the
Board donate tickets for one football game and one basketball game for this
event. Mr. McCowan thanked Mr. Jones and commended him for his work on
this important program.
