- Biography / History
- Victor Howard was a professor of history at Morehead State University and is the author of several articles and books. Mr. Howard's life-long interest in Civil Rights matches his interest in education, and is revealed to us through the material he solicited and collected from many major U.S. cities, a majority of the states, the federal government, social and political organizations, and various individuals.

- The Victor Howard collection on Civil Rights and Church-State (dated 1907, 1931-1976, 1989; 53.57 cubic feet; 53 record storage boxes, 1 oversize flat box, 1 document box) consists of pamphlets, reports, newspapers, publications, speeches, and correspondence from and regarding United States public agencies and organizations concerning civil rights and the relationship between church and state. A great deal of literature that might be found in archives in Washington, D.C., or in any of the fifty U.S. states, is available in this collection. The collection includes letters written to Mr. Howard by various city, state, and federal agencies in response to requests from him for information and literature documenting their position on, and progress in achieving Civil Rights. A majority of the material in this collection arrived as a result of Victor Howard's unrelenting desire to discover the nature and status of Civil Rights in the United States. Within each box of material organized by state, several areas of concentration are evident, including: discrimination, desegregation, education, employment, housing, human rights, human/community relations, laws and litigation, political influence and comments, religion, and segregation. Within folders may be found official pamphlets, reports, and addresses from local, state, and national sources (the public sector), and reports, articles, and statements from organizations and individuals in the private sector, that comment on the subject (education, housing, employment, etc.) or present official information on it. While much of the material pertains to official Civil Rights legislation and policy for a city or state, there is also material regarding incidents of racial 'unrest' and discrimination in specific neighborhoods and cities. Weekly, monthly and quarterly issues of journals, bulletins, newspapers and ephemera from Civil Rights organizations and public agencies, are also part of the collection. While there are only a few issues of some publications, others offer a more complete set. The collection includes material directly related to the struggle for Civil Rights in forty-three states and the District of Columbia, Civil Rights material of national origin and focus, and material related to Church and State or religios groups and the governent.
