The Executive Committee of the Board of Trustees of the Univer- sity of Kentucky met in President MoVey's office at 10:30 a.m. on Saturday, November 7, 1936. The members of the Committee present were James Park, R. Miller Holland, Robert G. Gordon, and J. B. Andrews. President Frank L. IvIcVey, D. H. Peak, Secretary of the Board; and James H. Graham, Dean of the College of Engineering; were present. In the absence of Judge Richard C. Stoll, Mr. Gor- don was elected chairman of the meeting. 1. Approval of Minutes. The minutes of the meeting of October 14, 1936, were approved. 2. Financial Report for September, 1936. Requisition Committee Report. The Requisition Committee filed written report of its action each week from October 8, 1936, to November 4, 1936, inclusive. The report showed orders made by the Business Office on the au- thority of the Requisition Committee in the manner prescribed by the Board of Trustees and state laws, running from No. 1767 to No. 2332. The report was examined, and on motion and second the orders named therein were ratified and approved and payments on said orders were authorized and approved. Additional budget appropriation of 8700.00 for supplies for Department of Bacteriology was approved. 4. State Warrants. Statement by Business Agent: According to newspaper reports all five per cent state war- rants are to be called and new issues of three per cent made. The Peabody Fund, 840,000O.0,is invested in state warrants. Also the University has invested in state warrants other trust funds in amount of $6,580.20. The question of investments was discussed, but no action was taken, except that certain local securities be investigated. 5. Bill Approved. President McVey presented the following bill and recommended its payment: Southeastern Greyhound Lines October 31, 1936 University of Kentucky Band c/o President's Office Lexington, Ky. 00 6429 10-6-36 Coaches 445, 350 & 351 Lexington to Frankfort and return $75.00 He stated that coaches were chartered to send the University band to the City of Frankfort, the band being sent at request of State officials. On motion duly seconded, the bill was approved, and the Business Agent was authorized to certify it to the State Finance Board for payment. 7. 6. Field House. Reference is made to. Sec. 23, Minutes of October 14, 1936, for action taken on:'Field House. At this meeting Dean Graham was called on for a further statement regarding financing the project. He stated that it now appears that through the help of the G6v- ernor and the W. P. A., the project may be financed in the sum of $105,000.09 and that the plans and specifications are now based on such expenditure. On motion and second, the enlarged plan of the project was approved and President McVey was authorized to execute for the Uni- versity the W.P.A. application therefor. 7. P. W. A. Construction. a. Acceptance of the "Offer" of the United States of America. President .1kiMcVey then presented the documents representing an "Offer of Glrant"; received by the University by mail on Novem- ber 2, 1936, from the United States of America, acting by and through the Public Works Administration and signed by Horatio B. Hackett, Assistant Administrator; the "offer" being in the sum of $327,272. After a reading and discussion of the "Offer of Grant", the following resolution was offered by Mr. Holland, seconded by Mr. Andrews, and unanimously adopted: A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE UNIVERSITY OF KENTUCKY TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF FOUR UNIVERSITY BUILDINGS AND ADDITIONS AND ALTERATIONS TO THREE UNIVERSITY BUILDINGS, IN- CLUDING THE NECESSARY EQUIPMENT THEREFOR. Be it resolved by the Executive Committee of the Board of Trustees of the University of Kentucky: Section 1. That the offer of the United States of America to the University of Kentucky to aid by way of grant in financing the construction of four university buildings and additions and al- terations to three university buildings, including the necessary equipment therefor, a copy of which offer reads as follows: 8. "FEDERAL EMERGENCY ADMINISTRATION OF PUB3LIC WORKS Washington, D. C. Dated: Oct. 27, 1036 The University of Kentucky, Lexington, Fayette County, Kentucky Subject to the Terms and Conditions (PWA Form No. 210, July 1, 1936) which are made a part hereof, the United States of America hereby offers to aid in financing the construction of four university build- ings and additions and alterations to three university buildings, including the necessary equipment therefore (herein called the "Project") by making a grant to The University of Kentucky, in the amount of 45 per cent of the cost of the Project upon completion, as determined by the Federal Emergency Administrator of Public Wvrks, but not to exceed in any event, the sum of 8327,272. UNITED STATES OF AMERICA Federal Emergency Administrator of Public. Works By (Sgd) Horatio B. Hackett Assistant Administrator" be and the same is hereby in all respects accepted. Section 2. That said University of Kentucky agrees to abide by all the Terms and Conditions relating to such grant a copy of which Terms and Conditions was annexed to the Government's offer and made a part thereof. Section 3. It is hereby covenanted that work on the project described in the Offer will be commenced as early as possible but in no event later than January 11, 1937; that the work will be planned so that it will reach a substantial peak before April 11, 1937; and that the project will be completed by January 11, 1938. Section 4. That the Chairman be and he is hereby authorized and directed forthwith to send to the Federal Emergency Adminis- tration of Public Wcrks three certified copies of this Resolution and three certified copies of the proceedings of this Executive Committee of the Board of Trustees of the University of Kentucky in connection with the adoption of this Resolution, and such further documents or proofs in connection with the acceptance of said offer as may be requested by the Federal Emergency Adminis- tration of Public Works, 9. After the final reading and vote upon the Resolution wherein the "offer of grant" In the sum of 8327,272 was formally accepted on behalf of the University of Kentucky, a resolution was duly offered and passed, authorizing Judge Richard C. Stoll, Chairman of the Executive Committee, and Mr. D. H. Peak, Secretary, to sign and authenticate copies of the aforesaid resolution, and to for- ward same to the State Director for Kentucky of the Public Works Administration. b. Dean Evans -- Attorney of Record. The following resolution was offered and passed by unanimous vote: "Resolved that Alvin E. Evans, Dean of the College of Law, University of Kentucky, be and is hereby named as the Attorney of Record for the University in all matters of law pertaining to the execution of the building program under P. W. A. Docket No. Ky- 1013-F and Docket No. KY-1013-2-D." c. Administration Docket No. KY,-1013-2-D. The following resolution was offered and passed by unanimous vote: "Resolved that it is the desire and intention of the Uni- versity to continue the same administration, correspondence and procedure for the execution of P.W.A. Docket No. KY-1013-2-D as established and in practice for P.W.A. Docket No. KY-1013-R." d. Art Building - Home Economics Building - Plans. President McVey then stated that authority had been given in a former meeting of the Committee for the preparation of the plans and specifications for the several Engineering Buildings, but sim- ilar work upon the new housing for the Department of Home Economics and the Department of Art and Design had not been so authorized. Therefore, upon motion duly made and seconded, it was ordered that the preparation of detailed plans and specifications for the new housing of the Department of Home Economics and the Department of Art and Design be and is hereby authorized. e. New Building - Graham Avenue Site. President McVey further stated that the site selected for a new building to be constructed under P.W.A. Docket No. KY-1013-2- 0 for engineering and other needful uses was the plot located on the north side of Graham Avenue and extending westward from Breck- inridge Hall toward the Memorial Building and that at present this plot Qontained several frame dwellings, which were rented on a thirty-day notice basis, and that If this site should be considered and authorized by the Committee as the site for such building pur- poses, then it would be necessary to remove said dwellings and thus clear the site in preparation for said construction. 10. Therefore, upon motion duly made and seconded, the aforesaid site was approved for construction purposes and the Superintendent of Buildings and Grounds was authorized and directed to cause such dwellings to be vacated and to proceed with the wrecking and re- moval of them from this building site,using therefor W. P. A. labor if possible or else in other economical and efficient manner. f. Letter to Bond Holders. President McVey was authorized to write to the holders of bonds executed for funds for P. W. A. construction, giving informa- tion of the P.W. A. grant herein accepted, Dooket No. KY.-1013- 2-D. 8. Appointments and Other Staff Changes. Appointments Charles W. Baril, student assistant in the Department of Phys- ical Education, salary $50.00 a month, effective November 1, 1936. Joe Huddleston, student assistant in the Department of Phys- ical Education, salary $50.00 a month, effective November 1, 1936. Miss Irene Foster, curator, Carnegie G(rant to Department of Music, compensation $6.00 a week, beginning November 2, 1936. The Superintendent of Buildings and Grounds was authorized to employ a janitor for the Observatory, compensation 83.00 a week. He was also authorized to employ an additional furnace man at 83.00 a week compensation. Leaves of Absence J.E. Humphrey, Field Agent in Poultry Husbandry, was granted leave of absence for one year without pay, beginning November 1, 1936. The leave is granted with proviso that Mr. Humphrey notify the University not later than July 1, 1937, as to his intention of returning to his work therein or of resigning. He is taking a position as poultry husbandman in the Bureau of Animal Industry, United States Department of Agriculture. Dr, W. Brooks Hamilton, of the Department of Hygiene and Pub- lic Health. was granted sabbatical leave of absence for the year 1937-1938 on half pay. He expects to spend the year in graduate study at Johns Hopkins University. Dr. Henry Beaumont, of the Department of Psychology, was granted sabbatical "Leave of absence for the year 1937-38 on half pay. He expects to spend the year in study. 11. Professor Paul K. Whitaker, Department of German, was granted leave of absence for the year 1937-38. He is to receive half pay for first semester, and the leave is without pay for the second semester. He expects to spend the year at the University of Vi- enna, working toward doctor's degree. Resignation Dr. H. H. Thornberry, assistant Plant Pathologist, Experiment Station, resignation. effective December 31, 1936. He is to ac- cept a position as pathologist with the United States Department of Agriculture, Bureau of Plant Industry. On motion, properly seconded, the Committee adjourned. D. H.
