- Biography / History
- Ethel Pauline Canterberry was born March 10, 1930, in Riley, West Virginia. Except for eleven years in Sarasota, Florida, Pauline lived her entire life in Boone County, WV. She was the daughter of a miner who died of silicosis and the wife of a WWII Veteran and POW, Delbert Canterberry, who also mined coal and died of black lung in 1991.
- Pauline and Delbert raised two children, Susan and John. Pauline worked for 16 years managing the Dollar General Store in Whitesville, WV. She attended the Whitesville Baptist Church from the time she was a teenager. Always committed to helping her community, she was a member of the Silver-Haired legislature, a poll worker, and a volunteer for the Red Cross. Pauline was keenly intelligent, indefatigable, and fearless. She also loved to laugh and play jokes and said many times that only through her sense of humor could she survive the stress of activism and of living in the midst of destruction. Neighbor Mary Miller was her partner in activism and in pranks; sometimes these were one and the same, like the time Mary dressed as a turkey stuffed with coal to protest the Massey charity Thanksgiving dinner in Sylvester in 2004.
- In 1998, Elk Run Coal, a subsidiary of Massey Energy, enlarged a coal processing plant immediately beside the small town of Sylvester, where Pauline Canterberry and Mary Miller both owned homes. Part of the plant expansion included tearing down the bluff that had been protecting the town from coal dust. Elk Run operated with uncovered belt lines and uncovered coal stockpiles, and soon Sylvester, downwind, was coated in coal dust: homes, businesses, churches, and the elementary school were all affected.
- Pauline and Mary Miller began a long fight to protect the property, health, and well-being of Sylvester's residents. They joined others petitioning the WV DEP (Department of Environmental Protection) and the WV legislature to enforce laws the Elk Run processing plant was violating. Mary and Pauline documented and monitored the dust in Sylvester by taking videos and photographs and by gathering coal dust samples from all over town using Handi-wipes that they carefully labelled and stored. They became known as the Dustbusters.
- Lawyer Brian Glasser from the Law Firm of Bailey and Glasser in Charleston agreed to take the Sylvester case. In 2001 the DEP fined Massey Energy for failing to follow safety requirements and handling procedures and ordered them to put a dome over the Elk Run Facility to minimize the coal dust. In 2003, Judge Lee Slagel ruled that Massey Energy had damaged the way of life of the residents of Sylvester and thus must pay damages, all lawyer fees, hire a vacuum sweeper to clean the streets and yards in Sylvester, decrease the number of coal trucks passing through town every day, and install dust monitoring systems. Pauline testified at the trial and rallied many other local people to testify as well.
- Following the successful lawsuit, Pauline and Mary continued their activism. They worked doggedly to ensure that Elk Run obeyed the court ruling, and they continued to monitor the dust in the community. They travelled to several states to speak out against mountaintop removal mining and the devastation in the southern West Virginia coalfields. Their trips included appearances at a Massey stockholders' meeting and at the Office of Surface Mining in Washington, DC. They worked to get the Big Coal River, full of sediment from mining and coal processing, rechanneled to prevent flooding. They monitored streams in the area, fought for the federal Clean Water Protection Act, and worked on the West Virginia Sludge Safety Project. They hosted journalists, photographers, filmmakers, and activists from all over the United States and Europe, and not only gave generously of their time and their knowledge, but also always made people feel welcome.
- Her mind sharp to the end, Pauline was tracking and writing letters about the catastrophic Elk Run chemical spill just a few months before her death on May 9, 2014. The dialect in her letters is an important record in its own right. She was an astute and tireless observer of the social, political, economic, and environmental situations in her community and region, and her passion was achieving justice for all West Virginians.

- The Pauline Canterberry papers (dated 1920s-2013, bulk 1979-2013; 12.83 cubic feet; 39 boxes, 1 oversized folder) document the work of Pauline Canterberry and Mary Miller to defend Sylvester, West Virginia, from coal dust pollution caused by Massey Energy's Elk Run Facility. The collection contains photographs, copies of the Elk Run safety reports, and copies of Department of Environmental Protection studies on the waterways surrounding Elk Run. The collection also includes topographical maps of the Coal River Valley and the West Virginia mines owned by Massey Energy. Pauline Canterberry kept copies of mining permits and permit changes for the Elk Run Facility. The Correspondence series includes letters to and from Pauline and Mary, including several letters and emails from Anne Pancake; saved emails; and miscellaneous postcards. The letters cover topics including issues with coal, the Elk Run facility, legal actions, as well as personal topics. There are also emails forwarded to Pauline. The saved emails cover various topics including: local news about Massey Energy and Elk Run, organizing protests against the coal companies, organizing presentations, articles, and discussions about mountaintop removal mining. The Department of Environmental Protection series contains numerous permits and notices of permit change requests sent to the DEP from 1982-2013. The series also contains treatment plant logs, health and safety reports from the Elk Run Facility, correspondence, publications, legislative information, and reports. The Subject Files series includes materials from the Metro-Area Agency on Aging, the Sylvester community liaison panel meetings, the Silver Haired Legislature, and other various organizational materials; newsletters and publications on coal mining and mountaintop removal; miscellaneous notes; information on Massey Energy and Elk Run; legislation; newspaper articles on coal and coal mining related topics; events information; Sludge Safety Project materials; materials for senior citizens; materials on coal dust monitoring, binder presentations on the damage that Elk Run Facility and Massey Energy caused to neighboring towns; and other files related to coal and coal mining or local topics. The Coal River Mountain Watch series contains saved emails, newsletters, artifacts, and other operational documents. The Legal Information series contains letters and notes from lawyer Brian Glasser who represented the people of Sylvester against Massey Energy. This series also contains copies of reports used in the civil suit and documents from court cases about Massey Energy, Elk Run, and other issues; West Virginia laws and legal information; and saved materials from the citizens of Sylvester regarding the issues with the Elk Run facility. The series Maps and Permits contains topographic maps of Coal River Valley and West Virginia, permit maps, permit requests by Elk Run, and Elk Run permit information. The Pauline Canterberry Personal Files series contains materials on local events in Whitesville, West Virginia as well as information on Pauline's family, a house appraisal and house work Pauline had done, as well as biographical information on Pauline's life. Pauline kept artifacts from the Coal River Mountain Watch including a chunk of coal, a dated plastic bottle used to collect sludge water for testing, paper towels used to wipe coal dust from the inside and outside of the house, and a paper fan. The Photographs series contains many photographs of the coal mining facilities near Sylvester, Sylvester and unidentified town areas, mountains, events, people, a house survey, and photographs of Pauline Canterberry's 75th birthday party. Also included are some photograph negatives of town areas and people. The Video Cassette Tapes series includes video cassette tapes covering coal dust in Sylvester, events, Pauline's grandchildren, and unidentified topics. The Memorabilia series contains additional coal dust samples on papers towels and coal dust in dirt, a ground breaking ceremony plaque for the Boone-Raleigh Public Services District, button pins, Pauline's plane ticket for a trip to Philadelphia, and Pauline's Retired and Senior Volunteer Program bag.
