PREFACE ,-

The Inventory of Federal Archives in the States is one of the products
of the work of the Survey of Federal Archives, which operated as a nation-
wide project of the werks Progress Administration from January 1, 1936 to
June 30, 1937, and has been continucd since that date as a unit of the
Historical Records Survey, also operating as a nation-wide project of the
WOrks Progress Administration, and a group of state or local projects of
that Administration.

The plan for the orgrnizatien of the Inventory is as folloWS: Series I
consists of reports on the administration of the Survey, acknowledgments,
and general discussions of the location, condition, and content of Federal
archives in the states. Succeeding series contain the detailed information
secured by workers of the Survey, in inventory form, a separate series
number being assigned to each of the executive departments (except the De-
partment of State) and other major units of the Federal Government. Within
each series No. 1 is a general introduction to the field organization and
records of the governmental agency concerned; the succeeding numbers con-
tain the inventory proper, separate numbers being assigned to each state
in alphabetical order. Thus, in each series, the inventory for Alabama is
No. 2, that for Arizona No. 3, that for Arkansas No. 4, etc.

For each local office information regarding each series, or unit of re—
lated records, is presented in the following order: title, inclusive
dates ("to date” indicating an open file at the time the information was
secured), general description of informational content, description of the
system of filing or indexing (if any), a statement of frequency and purpose
of use, form of the record itself (bound volumes, sheets in folders, etc.),
linear footage, description of the containers, physical condition of the
records (not stated if satisfactory), location by room number or other
identifying information, and finally, the number of the Form 588A on which
this information was originally recorded by a Survey worker and from which
it was abstracted for the Inventory. This form is on file in The National
Archives. When it contains substantial information on addenda sheets which
has not been included in the mimeographed abstract, indication of this is
given by use of the reference "See addenda."

In Indiana the work of the Survey was under the direction of Professor
William O. Lynch, with IT. Harley Nichols as his assistant from its incep-
tion until July 15, 1936 at which time mr. Nichols succeeded him as direct-
or. Frcm July 1937 to December 1938 IR. A. W. Fishback was in charge of
the project and since February 11, 1939 Mr. Samuel J. Kagan, State Director
of the Historical Records Survey has been supervising the work of the pro-
ject. This Inventory of the records of the Civil Works Administration in
Indiana was prepared in the Indianapolis office of the Survey and was edited
before final typing by Miss Elizabeth Edwards of the washington office. It
is reproduced in mimeographed form through the facilities of the Historical
Records Survey.

THE FEDERAL CIVIL WORKS ADMINISTRATION

INTRODUCTION

The Federal Civil Works Administration was created by Executive Order on
November 9, 1933. On November 15, at the invitation of the administrator,
mr. Harry Hopkins, who was also the head of the Federal Emergency Relief
Administration, the governors of a number of states met in conference in
washington to devise plans for putting the program into effect.

On Friday, November 17, Governor Paul V. McNutt of Indiana called a
meeting in Indianapolis of more than a thousand local, city, county, and
township officials, and related to them the high points of the washington
meeting. He gave instructions to the above officials to make applications
for projects and to have them in the State office the next day, and to
start work on the projects the following Monday, November 20, 1935.

When the Civil Works program.began in Indiana, the Governor‘s Commission
on Unemployment Relief became the administrator of it. This Commission,
created by an Act of the Indiana General Assembly, approved March 8, 1933,
consisted of an executive committee of seven members, appointed by the
Governor, a district chairman in each of the twelve congressional districts
of the State, and a county chairman in each of the ninety-two counties.

The Commission‘s executive personnel at that time included a state direct—

- or, two assistant directors, one in charge of general business administrat-
ion and one in charge of investigation and case work, an auditor and
statistician, a public relations director, a director of transient service,
and the director of the Indiana State Employment Service, with the neces-
sary clerical and stenographic help.

“ ‘Various projects were set up in the different communities to remodel,
redecorate, and repair courthouses, schools, city halls, city buildings,
etc. Wherever it was possible the community in which the work was carried
on furnished the materials, while the Civil Works Administration supplied
the labor.

' A total of 681 projects employing 4,515 women were set up. Some of
these projects were as follows: Sewing, nursing, recreation, studies, sur-
veys, research, office work, janitorial, cleaning, and unclassified.

Various other projects were sponsored by different agencies of the
Federal Government. Some of those were: Census of American Business, Cen-
sus of Record Preservation, Real Property Inventory, Farm Housing and :1;
Part Time Farndng, Experimental Station in Mbrgan-Mbnroe State Forest, and

Several projects by the war Department located at Fort Harrison near
Indianapolis, Jeffersonville, and the National Cemetery at New Albany.
‘ Upon the termination of the civil works program in Indiana in April 1934,
‘ practically all the records of the 92 counties of the State were sent to
State headquarters. These are now in the custody of the Indiana works Pro-
. gross Administration at the Old Deaconess Hospital Building, 308 West Ohio
. . ' Street, Indianapolis, Indiana. A few others were found in the custody of
