    Minutes of the regular quarterly meeting of the Board
of Trustees of the University of Kentucky for Tuesday, April
17, 1928a.


     The Board of Trustees of the University of Kentucky met in
regular quarterly session in the President's Office of the Uni-
versity on Tuesday, April 17, 1928.   The following members were
present: Governor Flem D. Sampson, Judge R. C. Stoll, Mr. J. I&.
Turner, Mr. R. J. Bassett, Mr. Frank McKee, Senator Richard P.
Ernst, Mr, Louis Hillenmeyer, Mr. Newton Bright,  Senator H. M.
Froman, Mr. Robert G. Gordon.   Frank L. McVey, president of the
University, and Wellington Patrick, secretary of the Board,
were also present.

     The minutes of the December meeting of the Board of Trustees
and the minutes of the Executive Committee for January, February,
and March were approved as published.


     1. Report of the Business Agent.   The report of the Bus-
iness Agent was read and ordered incorporated in the minutes.

     2, Quarterly Report of the President.  The President made
an oral report to the Board of Trustees covering the following
Doints:

       (a) Legislation. He reviewed the acts of the recent
legislature in making appropriations for the University covering
in some detail each item on which the legislature had made appro-
priations.   These were as follows:

       An appropriation of 150,000.00 for the construction of
the Dairy Industries Building and providing for equipment and
laboratories in such a building;

       An appropriation of $150,000..00 for the construction of
the Training Schocl Biilding for the College of Education to
which appropriation the General Education Board of New York City
will add 150,000.00.

       An appropriation of *$40,0OOOO to provide for payments on
land purchased by the Experiment Station two years ago.

       The usual annual appropriation of $50,000 for the Exper-
iment Station.

       An appropriation of $22,000.OO for carrying on the work
of the Public Service Laboratories.

       The appropriation of $142,000OO for carrying on agricul-
tural extension in the State to meet the provisions of the Fed-
eral Government under the Smith-Lever Act.

       An appropriation of lOOOOOQ for the summer school of
the University.

       President McVey discussed these items in some detail, in-
dicating just what will be done with the funds in each case. He
also indicated that Governor Sampson had taken much interest in
providing these funds, and he expressed his appreciation for the
Governor's interest.

       (b) Construction. President MiIcVey informed the Board in
some detail of the construction work carried on at the University
of Kentucky.   He stated that at the oxesent time two buildings
are in the process of construction.   These are:  (i) The Memorial
Building, the foundation of which is laid, and which at the present
indications will cost in the neighborhood of $1.f27,000.00 when
completed.   (2) The Recitation Building which is approximately
one-half completed and which it is hoped will be finished in time
for the beginning of the second semester in 1929.




 






                               7.

          (c) Library Building. President McVey indicated tb
the Board that the University is badly in need of a library build-
ing, and he proposed to the Board that some means be found by
which the University can begin the construction of such a building
in the near future.   He suggested that such a building be called
the Governor's Library; that it be build in units, and that,Aif
possible, the governors of the State of Kentucky as they come
into office be requested to add an additional unit to the building,
so that when it is completed, it will cost in the neighborhood
of a million dollars and will be adequate for library purposes
for the University for a period of fifty years.

          (d) Graduate Work. The President reviewed the situation
regarding graduate work-at the University, indicating that it
has been making considerable progress in the last few years and
that it is more and more being emphasized in the work of the Uni-
versity.   He indicated that the lack of library facilities is
hampering graduate work to a very considerable extent and he gave
this as an added reason for attempting to provide a library build-
ing as soon as possible.

          (e) Science Building. President McVey indicated to the
Board that there is considerable need for a building for the pur-
pose of housing the laboratories in Zoology, Bacteriology and
Botany departments.

          (f) Engineering Building. He expressed the opinion
that larger facilities for housing engineering laboratories is
badly needed by the University so that it may carry on research
in industry for the benefit of rapid growing industrial fields in
the State.

          (g) Heating and Power Plants. He called the attention
of the Board to the fact that at the present time there are nine
heating plants on the University campus; that these are isolated
units serving the various buildings, and that, as soon as fu4ds
are available, it will be economy to provide for a central heating
plant.

          (h) Astronomical Observatory. He stated to the Board
that the present Astronomical Observatory will have to be moved
from its present location to some new Iacation on the campus
because of the fact that it is in the way of the new recitation
building now being erected.

          (i) New Bureaus at the University. He called attention
to the work of the Bureau of School Service and the Bureau of
Public Research, two new organizations which have been recently
provided at the University.   He indicated that the Bureau of
School Service has been doing some surveying of schools during
'he present year, and that the Bureau of Public Research will en-
deavor to outline its plans so as to begin work at the beginning
of the next semester.




 








                              8.


          At the conclusion of the President's Report, a motion
was made, seconded and carried that it be recorded in the minutes.


     3. Financing New Dormitoriesq   President McVey called the
attention of the Board to the fact that the recent legislature
had provided for the erection of dormitories on the University
campus on the amortization plan.   The matter was discussed and
a motion was made, seconded and carried, authorizing the University
to erect two new dormitories for men on the University campus.

     4. Fraternities.   A report from Mr. C. R. Melcher, Dean of
Men, made in some detail on the work of the fraternities on the
University campus, was read and discussed with the Board.    A
motion was made, seconded and carried that the following summary
be recorded in the minutes.

     5. Robinson Sub-Experiment Station.  President McVey reported
that the matter of the tax title to the mineral rights on the
Robinson Sub-Experiment Station at Quicksand, Kentucky, has been
placed in the hands of Mr. Pelham Johnston, attorney, Lexington,
and that the University hopes to acquire title to the mineral
rights through the purchase of delinquent tax titles.

     6. Corner Stone for Memorial Building.    A plan of the archi--
Uect for the corner-stone of the Memorial Building with the
wording thereon, was presented to the Board and ap-roved.   A mo-
tion was made, seconded and carried that the Memorial Building
Committee be requested to provide suitable exercises for the layin
of this corner-stone, and a committee consisting of Mr. Hillenmeye.
Mr. Parks and President McVey was appointed to cooperate with the
Uemorial Building Comrmittee in arranging fa such exercises.

     7. Cafeteria Equipment.  Bids for equipment for the new
University Cafeteria were presented to the Board and a committee
consisting of Mr. Peak, MIr. Crutcher, and Miss Kohl was appointed
to make recommendations for the purchase of such equipment,   The
committee reported and a motion was made, seconded and carried
approving the report.

     8. University Budget.  The annual budget of the University
for the year 1928-1929 was presented by President McVey in detail
and a motion was made, seconded and carried that the budget as
presented by the President be accepted by the Board of Trustees
as the basis of expenditures of the University for the year 1928-
1929.

     9. Bureau of School Service.  President McVey recommended to
the board that Dr. F. W. Reeves be appointed as Director of the
Bureau of School Service at a salary of $2 5000 * 00 a year and
Professor Dale Russell be appointed as Assistant Director at a
salary of ~1200.00 a year.   The recommendation was approved.

     10. Honorary Degrees.   A recommendation from the Graduate
Committee was read recommending that Sir Leslie Mackenzie of
Aberdeen, Scotland, have conferred upon him the honorary degree
of Doctor of Laws when he comes to Kentucky in June.   A motion
was made, seconded and carried that the recommendation be approved.

     11. Program of Bureau of Business Research.  A statement from
the Bureau of Business Research outlining a list of items to be
undertaken during the coming year was presented by President Mc-
Vey and on motion duly seconded approved.

     12. Appointments, Resignations and Leaves of Absence.   The
following list of appointments, resignations, and leaves of
absnece3; were presented by President McVey and on motion duly
seconded approved as presented

    Appointment of Miss Mabel McKinney, Assistant Home Dernonstra-
tion Agent, 3allard County for the period March 12-31, 1928, at
a salary of $100 a month.

     Continuation of employment of H., S. Long, County Agent, Jef-
ferson County, for the period January 1 to December 31, 1928, at
a salary of \S216-2/3 a month.

     Continuation of employment of Carl I-V. Jones, County Agent,
Todd County, for the period March 6 to December 31, 1928, at a
salary of 1200 a month.

     Continuation of employment of L. H. Amburgey, County Agent,
3oyd County, for the period April 1, 1928, to March 31, 1929, at
a salary of $216-2/ 3 a month.

     Continuation of employment of 0. R. Wheeler, County Agent,
Hancock County, for the period March 1, 1928, to February 28,
1929, at a salary of $163-2/3 a month.

     Continuation of employment of Thomas W. Morgan, County Agent,
Trigg County, for the period March 26, 1928, to March 25, 1929,
at- a salary of 8150 a month.

     Appointment of Miss Ella Bell as instructor in Latin for the
first semester of next year at a salary of $750 for the semester,
to serve during the absence of Professor T. T. Jones.

     Continuation of employment of R. S. Dunn, County Agent,
Spencer County, for the period March 15 to December 31, 1928, at
a salary of $150 a month.

     Continuation of employment of Harry B. Laine, County Agent,
Anderson County  for the period April 1, 1928, to March 31, 1929,
at a salary of Pl91-2/3 a month.

     Continuation of employment of Miss Mlable McKinzie, Home Dem-
onstration Agent, for the period April 10 to December 31, 1928,
at a salary of $158-1/3 a month.

     Continuation of employment of 0. 0. Dickey, County Agent,
Webster County, for the period April 1, 1928, to March 31, 1929,
at a salary of p200 a month.

     Frank H. Randall, graduate of Yale University, was appointed
professor of law at a salary of e^3,800 a year.

     Appointment of Jesse J. Coop as graduate assistant in Physics
for the year 1928-1929 at a salary of $600 a year.

     Appointment of Wallace Givens as graduate assistant in
Physics for the year 1928-1929 at a salary of $600 a year.




                Sabbatical Leaves of Absence

     Sabbatical leave of absence was granted to Professor J.
Morton Davis, Professor of Mathematics, for the second semester,
1928-1929, on full pay.

     Sabbatical leave of absence was granted to Miss Mariel
Hopkins, head of the Home Economics Department, for one semester
on one-half pay.

     Sabbatical leave of absence was granted to Professor Harry
Best on one-half pay for the year 1928-1929.
