       Minutes of the Meeting of the Board of Trustees of the University
of Kentucky, Tuesday, August 18, 1987.


       The Board of Trustees of the University of Kentucky met at 1 p.m.
Lexington time on Tuesday, August 18, 1987 in the Board Room on the 18th
floor of the Patterson Office Tower on the Lexington Campus.

       A.   Meeting Opened

       Mr. Robert T. McCowan, Chairman, called the meeting to order at
1:00 p.m., and the invocation was pronounced by Judge Julia K. Tackett.

       Mr. McCowan welcomed the new members of the Board of Trustees and
asked Mr. John C. Darsie, General Counsel, to administer the oath of
office to the following:

       Professor Mary Sue Coleman, faculty representative elected to
       replace Professor Constance P. Wilson, for a term expiring June
       30, 1990.

       Ms. Cyndi Weaver, who will serve as student trustee for the
       1987-88 academic year.

       B.    Roll Call

       The following members of the Board of Trustees answered the call
of the roll: Mr. Robert T. McCowan (Chairman), Mr. Ted B. Bates,
Professor Raymond F. Betts, Governor Albert B. Chandler, Mr. Albert G.
Clay, Professor Mary Sue Coleman, Professor David R. Driscoll, Jr., Mr.
Tracy Farmer, Mr. Lawrence E. Forgy, Jr., Mrs. Edythe Jones Hayes, Mr.
Henry E. Hershey, Dr. Nicholas J. Pisacano, Mr. Frank Ramsey, Jr., Mr.
James L. Rose, Mr. Jerome A. Stricker, Judge Julia K. Tackett, Mr. Bobby
Watson, Ms. Cyndi Weaver, and Mr. Billy B. Wilcoxson. Absent from the
meeting were Mr. George W. Griffin, Jr., Senator Walter D. Huddleston,
Mr. Brereton C. Jones, Mr. R. Larry Jones, and Mr. T. A. Lassetter. The
University administration was represented by President David P. Roselle;
Mr. Edward A. Carter, Acting Vice President for Administration;
Chancellors Peter P. Bosomworth, Art Gallaher and Charles T. Wethington;
Dr. Raymond R. Hornback, Vice President for University Relations; Mr.
John C. Darsie, Legal Counsel.

       Members of the news media were also in attendance. A quorum
being present, the Chairman declared the meeting officially open for the
conduct of business at 1:05 p.m.

      C.    Minutes Approved

      On motion made by Mr. Ramsey, seconded by Mr. Wilcoxson and
passed, the Minutes of the June 23, 1987 meeting of the Board of
Trustees were approved as written.

       D.   Appointment of Nominating Committee

       Mr. McCowan appointed Mr. Frank Ramsey (Chairman), Professor
David R. Driscoll, Senator Walter D. Huddleston, Mr. James L. Rose, and
Mr. Billy B. Wilcoxson to serve as the Nominating Committee to recommend
committee appointments for 1987-88.

       E.    Information Items

       Mr. McCowan announced there would be a change in time for the
September 15 Board meeting. He indicated there would be an Investment
Committee meeting at 2 p.m., a Finance Committee meeting at 3 p.m. and a
Board of Trustees meeting at 4 p.m.

He also announced that, following the Board meeting on September 15,
President and Mrs. Roselle would be hosting a dinner for the Trustees
and their spouses at Maxwell Place.

       F.    President's Report to the Trustees (PR 1)

       In reviewing his "Report to the Trustees," President Roselle
called attention to (1) the Carnegie Foundation rating the University of
Kentucky as a research university of the first-class and UK being one of
only forty-five public institutions to be so rated, (2) the press
conference that announced the purchase of an IBM supercomputer which
will put the University in the first rack of universities with this
computing power, (3) the designation of Governor Chandler as the
University's Centennial Alumnus by the National Association of State
Universities and Land-Grant Colleges (NASULGC), (4) the new program of
educational assistance for full-time employees which allows faculty and
staff to take as many as six semester hours per semester with tuition
defrayed, (5) the groundbreaking at Hazard Community College for a
Technical Learning Resource Building, (6) the two University professors
who were awarded the 1987-88 Fulbright Fellowships: Jacquelyn Milman
and John M. Rogers, (7) the College of Dentistry's Silver Anniversary
Celebration events, (8) the international study of heart patients
receiving a $1.7 million grant from the National Institutes of Health,
and (8) the "Fall Orientation '87" welcoming the most well qualified
group of freshmen entering the University in its history.

       G.    Personnel Actions (PR 2)

       In recommending approval of the appointments and staff changes in
PR 2, President Roselle called attention to Joan E. McCauley being named
the Acting Associate Vice President for Planning and Budget and to
Joseph T. Burch being named Deputy General Counsel. On motion made by
Mr. Clay, seconded by Mr. Stricker and carried, the routine personnel
actions in PR 2 were approved. (See PR 2 at the end of the Minutes.)

      H.    Appointment of Vice President for Administration (PR 3B)

      President Roselle recommended that Edward A. Carter be appointed
Vice President for Administration, effective September 1, 1987. He
reviewed briefly the credentials and experience of Mr. Carter and
indicated his pleasure in recommending the appointment. The motion,
which was made by Mr. Bates and seconded by Mrs. Hayes, was voted on and
carried. Mr. Carter was asked to stand and be recognized following
which he was given a round of applause. (See PR 3B at the end of the
Minutes.)

       I.   Vice President for Information Systems (PR 3C)

       With President Roselle so recommending, Mr. Watson moved that the
Board of Trustees approve a change effective August 1, 1987 in the
administrative organization of Central Administration; creating the
position of Vice President for Information Systems, which will replace
the position of Associate Vice President for Information Systems
Planning and Policy. Mr. Watson's motion was seconded by Mr. Ramsey and
unanimously carried. (See PR 3C at the end of the Minutes.)

       J.    Appointment of Acting Vice President for Information
Systems (PP 3D)

       President Roselle recommended that the Board of Trustees approve
the appointment of Mr. Eugene R. Williams to serve as Acting Vice
President for Information Systems, effective August 1, 1987. Following
a review of Mr. Williams' credentials, the motion, which was made by Mr.
Hershey and seconded by Mr. Stricker, was voted on and carried. Mr.
Williams was asked to stand and be recognized following which he was
given a round of applause. (See PR 3D at the end of the Minutes.)

       K.    Candidates for Degrees - Lexington Campus and Medical
Center (PR 3E)

       Mr. Clay moved that the list of candidates for degrees in the
Lexington Campus and Medical Center sectors as recommended in PR 3E be
approved. The motion was seconded by Mr. Forgy and carried. (See PR 3E
at the end of the Minutes.)

       L.    Candidates for Degrees - Community College System (PR 4A)

       Professor Driscoll moved that the degrees specified in PR 4A be
awarded to the persons named, upon certification that the requirements
for those degrees have been satisfactorily completed. The motion, which
was seconded by Judge Tackett, was voted on and carried. (See PR 4A at
the end of the Minutes.)

       M.    Change in Division Structure - Southeast Community College
(PR 4B)

       With President Roselle so recommending, Mrs. Hayes moved that the
Southeast Community College division structure be altered to reflect a
name change for one academic division: from the Division of English,
Humanities, Social Sciences and Related Technologies to the Division of
Social Sciences and Related Technologies. Mrs. Hayes' motion was
seconded by Mr. Rose and unanimously carried. (See PR 4B at the end of
the Minutes.)

       N.    Appointments to Advisory Board - Lexington Community
College (PR 4C)

       On motion made by Mr. Ramsey, seconded by Judge Tackett and
carried, approval was given to the reappointment of the following two
(2) members to the Advisory Board of Lexington Community College and to
the appointment of the following individual to the Board for four-year
terms ending June 30, 1991:

       0.    Appointment of Dean of College of Architecture (PR 5A)

       Acting on the recommendation of Chancellor Gallaher, President
Roselle recommended to the Board that Jose Oubrerie be named Dean of the
College of Architecture, effective July 1, 1987. Chancellor Gallaher
stated that Mr. Oubrerie is considered one of the outstanding French
architects of his generation and brings an international reputation to
the University of Kentucky's College of Architecture. The motion, which
was made by Professor Betts and seconded by Professor Driscoll, was
voted on and carried unanimously. Mr. Oubrerie was asked to stand and
be recognized following which he was given a round of applause. (See PR
5A at the end of the Minutes.)

       P.    Reappointment to University of Kentucky Mining Engineering
Foundation (PR B

       President Roselle recommended that approval be given to the
reappointment of Mr. Tom Duncan as a public-at-large member of the
University of Kentucky Mining Engineering Foundation for a four-year
term beginning September 1987. The motion, which was made by Mr. Forgy
and seconded by Mr. Clay, was voted on and carried unanimously. (See PR
5B at the end of the Minutes.)

       Q.    Appointment of Dean, College of Pharmacy (PR 6A)

       Acting on the recommendation of Chancellor Bosomworth, President
Roselle recommended to the Board that Dr. Jordan L. Cohen be named Dean,
College of Pharmacy, effective March 1, 1988. Chancellor Bosomworth
reviewed briefly the credentials and experience of Dr. Cohen, who is
currently Coordinator of the Pharmaceutics section and Professor of
Pharmacy in the School of Pharmacy of the University of Southern
California. Mr. Stricker moved approval of the recommendation. The
motion was seconded by Judge Tackett and unanimously carried. (See PR
6A at the end of the Minutes.)

       R.    Appointment of Director, Computational Sciences Center

       President Roselle informed the Trustees that on the day of the
announcement of the supercomputer procurement it was also announced that
Dr. John Connolly would be joining the University of Kentucky to direct
the Center for Computational Sciences. He reviewed briefly Dr.
Connolly's credentials and stated that his most recent appointment was
Director of Advanced Scientific Computing for the National Science
Foundation where he was responsible for the establishment of the
supercomputing sites funded by the National Science Foundation.

       S.    Report of Leases (FCR 1)

       Mr. Forgy presented FCR 1 and asked that it be made a matter of
record. (See FCR 1 at the end of the Minutes.)

       T.    Approval of Lease (FCR 2)

       On motion made by Mr. Forgy, seconded by Mr. Clay and carried,
approval was given for the lease as recommended in FCR 2. (See FCR 2 at
the end of the Minutes.)

       U.    Approval of Entry Fees for Intramural Sports (FCR 3)

       With the concurrence of the Finance Committee, Mr. Forgy
recommended and so moved that the Board approve the entry fees for
intramural sports as recommended in FCR 3, effective in the Fall
Semester, 1987. The motion was seconded by Mr. Farmer and carried.

       V.    Mr. McCowan Commends President Roselle

       Mr. McCowan commended President Roselle for the fine job he is
doing. He informed the Trustees that President Roselle has made a lot
of good impressions throughout the state and expressed that he is
pleased with the new president's performance.

       W.   Mr. Stricker's Announcement

       Mr. Stricker announced that the Northern Kentucky-Greater
Cincinnati alumni would be hosting a reception for President Roselle on
September 11 and extended an invitation to the Trustees.

       X.   Meeting Adjourned

       There being no further business to come before the Board, the
Chairman adjourned the meeting at 1:30 p.m.
