    Minutes of the Meeting of the Executive Committee of the
Board of Trustees of the University of Kentucky, Tuesday, October
18, 1983.



    The Executive Committee of the Board of Trustees of the
University of Kentucky met at 2 p.m. (Eastern Daylight Time) on
Tuesday, October 18, 1983 in the Board Room on the 18th floor of
the Patterson Office Tower on the Lexington Campus.

    A.   Meeting Opened and Roll Called

    Mr. William B. Sturgill, Chairman, called the meeting to
order at 2 p.m., and the invocation was pronounced by Mr. Albert
G. Clay.

    The following members of the Executive Committee of the Board
of Trustees answered the call of the roll: Mr. William B.
Sturgill (Chairman), Mr. William R. Black, Mr. Albert G. Clay,
Mr. Tracy Farmer, Mr. A. Stevens Miles, and Mr. George W.
Griffin, Jr., ex officio Secretary. Members of the Board of
Trustees attending the meeting included Mr. David T. Bradford,
Professor Timothy A. Cantrell, Professor James D. Kemp, Mr. W.
Bruce Lunsford, and Professor Constance P. Wilson. The
University administration was represented by President Otis A.
Singletary; Mr. James 0. King, Vice President for Administration;
Chancellors Peter P. Bosomworth, Art Gallaher, and Charles T.
Wethington; Dr. Raymond R. Hornback, Vice President for
University Relations; Mr. David I. Carter, Special Assistant for
Business and Financial Affairs; Mr. John C. Darsie, General
Counsel; Mr. Henry Clay Owen, Controller and Treasurer; Dr. Paul
G. Sears, Special Assistant for Academic Affairs; Dr. Wimberly C.
Royster, Vice Chancellor for Research and Dean of the Graduate
School; and Dr. Jack C. Blanton, Vice Chancellor for
Administration, Lexington Campus.

    Members of the various news media were also in attendance.
The Secretary reported that all members of the Executive
Committee were present, and the Chairman declared the meeting
officially open for the conduct of business at 2:02 p.m.

    B.   Minutes Approved



    The Minutes of the September 20, 1983 meeting of the Board of
Trustees were approved as written.

    C.   Visitors from Indonesia Recognized

    President Singletary recognized the presence of a group of
distinguished visitors, 11 rectors from universities in
Indonesia, who were on campus for a short course on university
administration sponsored by the Office of International Programs
in the College of Agriculture and the Continuing Education
Division of University Extension.

   D.   President's Report to the Trustees (PR 1)

   After a brief review of the items in his monthly report to
the Trustees, President Singletary recommended that the report be
received and filed.  Without objection, it was so ordered.

    E.   Resolution Concerning University of Kentucky College of
Dentistry

    President Singletary presented for consideration a Resolution
concerning the University of Kentucky College of Dentistry.   He
explained that he had coordinated the Resolution with University
of Louisville President Donald Swain and recommended that the
Board approve the Resolution, a copy of which is attached to
these Minutes. He indicated that the proposed Resolution gives
the Council on Higher Education a unified position statement from
the Board of Trustees.

   With President Singletary so recommending, on motion made by
Mr. Clay, seconded by Mr. Black and carried unanimously, the
Board adopted the Resolution.

    President Singletary told the Trustees that copies of the
Resolution would be sent to the Executive Director of the Council
on Higher Education and to each member of the Council.

    F.   Personnel Actions (PR 2)

    In presenting the appointments and staff changes in PR 2,
President Singletary called attention to the appointment of
Professor John B. Stephenson as Special Assistant to the
Chancellor for Academic Development. Chancellor Gallaher
reviewed briefly Professor Stephenson's background and experience
and indicated his pleasure in recommending that John Stephenson
be appointed Special Assistant to the Chancellor for Academic
Development, effective October 15, 1983 through June 30, 1984.

    On motion made by Mr. Black, seconded by Mr. Miles and
passed, the appointments and staff changes recommended in PR 2
were approved. (See PR 2 at the end of the Minutes.)

    G.   S-ulDlemental Recommendations of the President (PR 3A)

    There were no supplemental recommendations.

    H.   1983-84 Budget Revisions (PR 3B)

    Noting that the proposed revisions in the 1983-84 budget were
routine, President Singletary recommended approval.  On motion by
Mr. Farmer, second by Mr. Clay and passed, the proposed budget
revisions were authorized and approved. (See PR 3B at the end of
the Minutes.)

    I.   Patent Assignments (PR 5A)

    On motion made by Mr. Black, seconded by Mr. Clay and passed
without dissent, the routine patent assignments as recommended in
PR 5A were approved. (See PR 5A at the end of the Minutes.)

    President Singletary recommended that Mr. William Balden, Mr.
Brownell Combs, II, Dr. William Cook, Dr. Warren Proudfoot, and
Dr. Dan Martin be reappointed as non-faculty members and Ms.
Evelyn Geller and Dr. Yosh Maruyama as faculty members of the
Board of Directors of the McDowell Cancer Network, effective
November 1, 1983 through June 30, 1986. Mr. Farmer so moved; his
motion was seconded by Mr. Clay and passed unanimously. (See PR
6A at the end of the Minutes.)

    K.
Statements and Related Reports for the Year Ended June _O, 1iq83
-(FCR   1 )  

    Mr. Clay reported that the Finance Committee met on Tuesday
morning, October 18, and reviewed the audited financial
statements and related reports of the University for the year
ended June 30, 1983.

    Mr. Clay explained that neither the Management Letter nor the
report on Compliance with House Bill 622 contained a summary of
recommendations since Arthur Andersen & Company made no
recommendations of substance sufficient to require Board
attention. He then, on behalf of the Board of Trustees,
expressed appreciation to the staff of the Office of Controller
and Treasurer for their excellent work.

    On motion made by Mr. Clay, seconded by Mr. Black and passed
without dissent, the Board accepted the audited financial
statements and related reports for the year ended June 30, 1983.

    L.   AcceDtance of the Financial Statements of University of
Kentuckv Affiliated Corporations and Other Related Organizations
for the Year Ended June 30, 1q81 (FCR 2)

    Mr. Clay, acting upon the recommendation of the Finance
Committee, moved that the financial reports of the affiliated
corporations, as audited by the firm of Arthur Andersen &
Company, be accepted. Included were audited financial reports
for The Fund for Advancement of Education and Research in the
University of Kentucky Medical Center, University of Kentucky
Research Foundation, University of Kentucky Athletic Association,
University of Kentucky Alumni Association, University of Kentucky
Hospital Auxiliary, University of Kentucky Business Partnership
Foundation, Incorporated, University of Kentucky Mining
Engineering Foundation, Incorporated, and Health Care Collection
Service. His motion was seconded by Mr. Farmer and passed
without dissent. (See FCR 2 at the end of the Minutes.)

    M.   Interim Financial Reoort (FCR 3)

    On motion made by Mr. Clay, seconded by Mr. Farmer and
passed, the Interim Financial Report for the two months ended
August 31, 1983 was accepted. (See FCR 3 at the end of the
Minutes.)

    N.   Disposal of Personal ProDerty (FCR 4)

    With the concurrence of the Finance Committee, Mr. Clay moved
that the Board approve the disposal of personal property as
recommended in FCR 4. His motion was seconded by Mr. Black and
passed without dissent. (See FCR 4 at the end of the Minutes.)

    0.   Capital Construction Report (FCR 5)

    Mr. Clay moved that the Capital Construction Report for the
three months ending September 30, 1983 be accepted. His motion
was seconded by Mr. Farmer and passed unanimously. (See FCR 5 at
the end of the Minutes.)

    P.   Increase in the Scope of Pharmacy Building Project of
$700,000 (FCR 6)

    On motion made by Mr. Clay, seconded by Mr. Black and passed
unanimously, the Board approved an increase in the scope of
$700,000 of the Pharmacy Building as recommended in FCR 6. (See
FCR 6 at the end of the Minutes.)

    Q.   Authorize an Equine Research Center Project with a Scope
of t9.Q00.000 (FCR 7)

    Mr. Clay announced that Ambassador Maxwell Gluck has made a
substantial commitment to the University in the form of a $3
million challenge gift for construction of an Equine Research
Center. Mr. Clay said he was exceedingly pleased to recommend
and so move that the Board authorize the construction of such a
center with a total scope of $9 million to be provided by the
challenge gift of Mr. Gluck, matching funds from State Economic
Development Bond proceeds, and funds from other donors in the
horse industry. He said that the construction of a center is
long overdue and expressed thanks to Governor Brown and Mr.
Lunsford for their assistance in the project.

    Mr. Clay's motion was seconded by Mr. Griffin and passed
unanimously. (See FCR 7 at the end of the Minutes.)

                            UNIVERSITY OF KENTUCKY

                                  RESOLUTION


WHEREAS, the Board of Trustees recognizes the excellence of the education,
research and patient care provided by the College of Dentistry; and

WHEREAS, the College of Dentistry provides dentists who consistently pass
the state and regional licensure examinations; and

WHEREAS, through rural recruitment and admissions as well as extramural
education and placement programs, the College has provided dentists to
underserved areas in Kentucky in unprecedented numbers; and

WHEREAS, the College of Dentistry has top quality faculty with excellent
credentials and a strong national reputation for leadership in dental educa-
tion; and

WHEREAS, the College is widely recognized by the practicing profession for
its high quality continuing education for dentists and dental auxiliaries
throughout the state; and

WHEREAS, the faculty provides unique and valuable specialized services that
are not readily available in the private sector and are not accessible to
socioeconomically disadvantaged patients; and

WHEREAS, Recommendation #14 of the Professional School Study by NGT of
America proposes a merger of the University of Kentucky and the University
of Louisville Colleges of Dentistry; and

WHEREAS, the President of the University of Kentucky and the President of
the University of Louisville have jointly proposed to the Council on Higher
Education an alternative, not considered by MGT, that retains a College of
Dentistry at each institution but eliminates unnecessary duplication and
provides for closer coordination in dental education programs; and

WHEREAS, the University of Kentucky and the University of Louisville have
cooperated on other programs; and

WHEREAS, the Board of Trustees recognizes the importance of institutional
procedures adopted for program review and the formulation of specific propos-
als;

NOW, THEREFORE, BE IT RESOLVED:

That the Board of Trustees of the University of Kentucky supports and endorses
the principles embodied in the joint proposal on dental education submitted
to the Council on Higher Education by the presidents of the University of
Kentucky and the University of Louisville;




 










That the Board of Trustees supports the need to coordinate the educational
programs of the two dental schools, to preserve the specialized patient care
services for the state, and to eliminate nonessential program duplications;
and

That the Board of Trustees urges the Council on Higher Education to accept
the alternative proposed by the presidents of the University of Kentucky and
the University of Louisville in lieu of Recommendation #14 of the Professional
School Study by MGT of America.




                                  The foregoing resolution was approved
