For the first time in its history, the Library of Congress is allowing the general public to access its databases electronically from remote sites. The six—month experiment will put the library online to the _ nation by offering direct access to its automated bibliographic, Congressional bill-status, copyright, and referral information. The system will go into operation this month. UK will be cooperating with the Kentucky State Library to provide access to _ residents in all parts of the state. "Libraries will be relying more and more on electronic access to information. This will give us valuable experience in this area, and it gives us access to the massive amounts of information at the Library of Congress," said UK Libraries director Paul Willis. "we envision lots of uses for it here," said Sandee McAninch, head of the UK library's government publications department and local coordinator of the Library of Congress program. A student using the system would be able to see which committees handled a bill and where it may have stalled. UK was selected to participate in the program from among sixty- three institutions that applied. Those chosen were selected on the basis of having experience with online database access, having experienced staff to train library patrons to use the system, commitment to provide the necessary equipment and staff, and other criteria. The other institutions selected were the Boston Public Library, the District of Columbia Public Library, the U.S. Information Agency, Los Alamos National Laboratory, the state libraries of California, Oregon, and New York, and libra- ries at Lehigh University, University of Southern California, University of Maryland, University of Michigan, Duke University, and Florida State University. V - — BIB_§OLICIES AND PROCEDURES ADVISORY GROUP UPDATE Bibliographic Policy #5 Revised: when creating item records that will be attached to serial bibliographic records, dates (years, months, days) when linked to an enumeration or unit (volumes, numbers, parts, etc.) must be placed in the chronology (Chron) subfield of the item record (line 18). Exception: ( when the only designation on the serial is a date, the date must ‘ be placed in the- units subfield of the item record (line 17). There is no enumeration to which the date may be linked. Since the use of the chronology subfield links item reccrds for 2 identical volumes at different library locations, dates when linked to an enumeration or unit must be included in all serial item records. This requirement eliminates the possibility of inconsistent displays of item records within a single library location for a serial title. Since only one date may be linked to any given volume, notify your processing unit before entering an item record for a volume with a date that is different from the one appearing in the item record of another library location for that same volume. In turn, your processing unit should contact the other processing unit whose item record conflicts with yours in order to select the date that should appear in both item records. This policy replaces the original policy #5.
