Collection Overview

Biography / History
William H. Qualls was born on July 3, 1927. He lived in Lexington, Kentucky for much of his life and died there at the age of 70 on December 15, 1997. He studied pre-engineering at the College of William and Mary, but gained his Bachelor's degree in architecture from the University of Virginia. He went on to receive his Master's degree in city planning from the Georgia Institute of Technology and his PhD in Education at the University of Kentucky.
He joined GRW Engineers, a firm founded by G. Reynolds Watkins, as vice president for community planning and management in November of 1973 and worked there until his death in 1997. In his position at GRW Engineers, he completed studies in Ohio, Pennsylvania, Kentucky, Virginia, North Carolina, and Florida for topics ranging from land and water use to public transportation. He held positions on projects planning the layout and construction of Air National Guard Bases and Air Force Bases across the country as well as road, fallout shelter, and government building plans in Lexington, Kentucky.
In addition to his work at GRW Engineers, Qualls had a teaching career from 1961 through 1979, and served as a member of several planning associations from 1955 through 1973. Within his teaching career, Qualls taught as an adjunct professor at the University of Kentucky and the University of Louisville; was an instructor at the Lexington Technical Institute, Eastern Kentucky University, and International City Management Association; and gave guest lectures at many institutes. During this time, Qualls served on the American Institute of Certified Planners (AICP) and American Institute of Planners (AIP) for the Ohio Valley, Cincinnati, Pittsburgh, and Kentucky, chapters and was a professional affiliate at the East Kentucky Chapter of the American Institute of Architects chapters nationally. Regionally, he was a member of the Kentucky Planning Association, Urban Land Institute, and Cincinnati Planning Commission, as well as the Assistant Director of Allegheny County Planning Commission in Pittsburgh Pennsylvania, and the Executive Director at the Lexington Kentucky Planning Commission.
Scope and Content
The William H. Qualls planning papers (dated 1974-1997; 8.6 cubic feet; 17 boxes and 16 rolls) contains the detailed planning manuals and drawings for both civilian and military base projects as well as one of Dr. Qualls' lectures from his teaching career and office documents from GRW Engineers, the firm he worked at for 24 years. The GRW Engineers office documents include the firm's applications to summer studies, a summary of their participation in an EPA training course, and an office newsletter and cartoon. The public speaking series contains a lecture in which Dr. Qualls recounts his then 18 years in public planning.
The bulk of the collection lies in the civilian planning projects and military base planning projects series. The civilian plans are mainly for different counties in Kentucky, but also include Florida, Indiana, Ohio, Missouri, North Carolina, Tennessee, Virginia, and West Virginia as well as projects in the Middle East. The military bases planning projects contains primarily Air Force bases and Air National Guard bases in 25 states and Fort Buchanan in Puerto Rico. The states encompassed are Alabama, Arizona, Arkansas, California, Delaware, Georgia, Idaho, Illinois, Kansas, Louisiana, Maine, Maryland, Nevada, New Mexico, North Carolina, North Dakota, Ohio, Pennsylvania, Puerto Rico, South Carolina, Tennessee, Utah, Vermont, Wisconsin, and Wyoming. This includes plans for Fort Rucker, Edwards Air Force Base, Fort Bragg, and diverse state Air National Guard master plans.
The Drawings, maps, and aerial photographs series mainly comprises 16 rolls of master planning drawings. The rolls contain military base drawings and studies based in Alabama, Arizona, Arkansas, California, Delaware, Georgia, Idaho, Illinois, Kansas, Louisiana, Maine, Maryland, Nevada, New Mexico, New York, North Carolina, North Dakota, Pennsylvania, South Carolina, Tennessee, Vermont, Virginia, Wisconsin, and Wyoming. While they predominantly consist of military plan drawings, the rolls also include civilian planning projects based in Kentucky, North Carolina, and Saudi Arabia.
