Biography / History
John Clarence Watts, born 1902, in Nicholasville, Kentucky, graduated from the University of Kentucky Law School in 1927. While operating the family farm, he served as Police Judge (1929-1933) and County Attorney (1933-1945) in Jessamine County. Watts sesrved in the Kentucky house of Representatives from 1947-1948 and Commissioner of Motor Transportation from 1948-1951.
Following his state political career, John C. Watts entered the national political arena in 1951 by winning a special election held to fill the vacancy caused by the resignation of Thomas R. Underwood. Watts, a tobacco grower, banker, lawyer, and Democrat, was considered by many to be a moderate conservative.
Kentucky's Sixth District, which he represented, has been characterized as a mixed agrarian-industrial area where the overriding political attitude is conservatism. Prior to Watts' election only one Republican had been sent to Congress from the District since the Civil War. During his first campaign, Watts emphasized the continued welfare of the tobacco farmer and established a reputation as a champion of the Burley Tobacco producer.
In 1952 Watts was instrumental in obtaining a fair application of an "excepted minimum acreage" provision and thus assured equitable treatment for the small tobacco grower. He also assisted in the preparation of legislation which ultimately led to the curtailment of red card tobacco growing and allowed the Burley Tobacco program to be more effectively enforced. In addition, Watts was influential in securing national backing in behalf of a stable support price program for tobacco.
Watts' efforts on behalf of tobacco were complemented by his activities in support of the whiskey industry. Soon after coming to the House of Representatives, the Congressman sponsored a successful resolution which called upon the Federal Government to ban the importation of whiskies produced in foreign nations which used the term "Bourbon" unless the country of origin appeared on the label as part of the name. This action served to enhance the market position of Kentucky produced Bourbon.
Watts served on several committees while in the House of Representatives. These included the Committee on Agriculture, the Public Works Committee, and the Ways and Means Committee. At the time of his death he was the second ranking member of the Ways and Means Committee, one of the most influential bodies within Congress. Not only does the Ways and Means Committee control matters related to taxes, tariffs, and the Social Security Administration, but it also maintains supervision over committee assignments and general planning and programming of House activities.

The Legislative series contains Watts' committee files (including Ways and Means Committee and others), speeches, voting record and bills introduced to Congress. The President's messages to Congress are also in the Legislative Series.
The Subject series comprises a variety of topics that were significant during Watts' terms in the U.S. Congress. Documents of several governmental agencies are present in the series. The agencies that are best represented in these documents include the Army; Navy; Veteran's Administration; Health, Education, and Welfare; Agriculture Department; Housing and Urban Development; and the Post Office Department. Watts' copious correspondence with Thruston Morton, Lawrence Wetherby, and other Kentucky politicians cover such topics as U.S. Post Office appointments, veterans' affairs, tobacco, and the Railroad Retirement Bill.
The Miscellaneous series covers several types of papers including: general and patronage correspondence, materials relating to Kentucky government, newsletters, news releases, newspaper clippings, personal files that contain Watts' speeches and voting record, and papers relating to the service academies. Also included are plaques, certificates and other memorabilia awarded to John C. Watts.
