The Executive Committee of the Board of Trustees of the University of Kentucky met at 2:00 o'clock (EDT) on Tuesday, August 15, 1978, in the Board Room on the 18th floor of the Patterson Office Tower on the Lexington campus with the following members answering the call of the roll: Mr. William B. Sturgill, Chairman, Mr. William R. Black, and Mr. Albert G. Clay. Mr. Richard E. Cooper and Mr. George W. Griffin were not present. Dr. Paul G. Sears, Ex-Officio Secretary, was present as were Mr. L. D. Gorman and Mr. Eugene Tichenor, Board members. The administration was represented by President Otis A. Singletary; Vice Presidents Lewis W. Cochran, Robert Zumwinkle, Stanley Wall, Peter P. Bosomworth, Jack C. Blanton, and Donald B. Clapp; and Mr. John Darsie, Legal Counsel. Members of the various news media were in attendance. A. Meeting Opened The Chairman called the meeting to order at 2:00 o'clock. The invocation was pronounced by Professor Sears. Professor Sears then called the roll and reported a quorum present. The meeting was declared officially open for the conduct of business at 2:02 p.m. B. Minutes Approved On motion duly made, seconded and carried, the reading of the Minutes of the July 7, 1978, Special Called Meeting of the Executive Committee of the Board of Trustees was dispensed with and the Minutes were approved as published. C. President's Report to the Trustees (PR 1) President Singletary reviewed briefly the items in his monthly report to the Trustees, calling particular attention to the almost five million dollar increase in funds received through the University of Kentucky Research Foundation during the fiscal year 1977-78 over the previous fiscal year. Since no action is required on PR 1, the Chairman accepted the report and ordered it filed. D. Recommendations of the President (PR 2) President Singletary noted that the items in PR 2 were routine and recommended its approval as a whole. On motion by Mr. Clay, seconded by Professor Sears and passed, PR 2 was approved as a whole and ordered made an official part of the Minutes of the meeting. (See PR 2 at the end of the Minutes.) -2- E. Supplemental Recommendations of the President (PR 3) President Singletary pointed out that PR 3 contained only routine personnel changes which had been received too late for inclusion in PR 2. He recommended its approval. On motion by Mr. Black, seconded by Professor Sears and passed, PR 3 was approved and ordered made an official Dart of the Minutes of the meeting. (See PR 3 at the end of the Minutes.) F. Budget Revisions for 1978-79 (PR 4) Indicating that Mr. Carter, Budget Director, was present to answer any questions, President Singletary recommended that PR 4, Budget Revisions for 1978-79, be authorized and approved. There being no questions, on motion by Mr. Clay, seconded by Mr. Black and passed, the Budget Revisions as recommended in PR 4 were authorized and approved. (See PR 4 at the end of the Minutes.) G. Appointment of Medical Staff, University Hospital (PR 5) Under the By-laws of the Medical Staff, University Hospital, either the Board of Trustees or its Executive Committee must approve appointments to the Medical Staff, including delineation of clinical privileges. President Singletary reminded the Executive Committee that at the July 7 meeting such approval had been given to the physicians and dentists whose names were presented at that time. Since that meeting several additional physicians have been recommended for such appointments and approval is needed for those listed in PR 5. The President recommended that such approval be given. On motion by Mr. Black, seconded by Professor Sears and passed, the appointments to the Medical Staff, University Hospital, of the physicians listed in PR 5 were approved. (See PR 5 at the end of the Minutes.) H. Capital Construction Project (PR 6) Occupancy of the new College of Nursing/Health Sciences Learning Center in the summer of 1978 will free some space in the Medical Sciences Building which, when renovated, will provide the opportunity to relocate and consolidate some existing programs. The total cost of such renovation is $392,600 with the funds being available within the major renovation portion of the 1978-79 Operating Budget. It is necessary, however, to receive approval from the Council on Higher Education before the work can be undertaken and President Singletary recommended approval of the renovation project for submission to the Council on Higher Education. On motion by Professor Sears, seconded by Mr. Black, and passed, the recommendation in PR. 6 relating to the renovation -3- project in the Medical Center was approved. (See PR 6 at the end of the Minutes.) I. Transfer of Equine Library (PR 7) President Singletary indicated his concurrence with the recommendation in PR 7 to transfer the Equine Library donated to the University of Kentucky by Mr. Charles A. Kinney to the Depart- ment of Parks of the Commonwealth of Kentucky for use in the International Museum of the Horse at the new Kentucky Horse Park. In answer to a question by Mr. Clay, the President assured him that all legal matters in connection with the transfer had been satisfied. On motion by Mr. Black, seconded by Professor Sears, and passed, the transfer of the Equine Library was approved as recommended in PR 7. (See PR 7 at the end of the Minutes.) J. Interim Finaicial Report (FCR 1) Mr. Clay, Chairman of the Finance Committee, indicated that the Interim Financial Report for the eleven month period ending May 31, 1978, showed the University was "on target" and moved that the report be accepted. His motion was seconded by Professor Sears and passed without dissent. (See FCR 1 at the end of the Minutes.) K. Conveyance of Property to the Porter Memorial Baptist Church (FCR 2) Mr. Clay moved that the University of Kentucky declare .0454 acres of land located on the Nicholasville Pike adjacent to the Porter Memorial Baptist Church surplus and authorize the Vice President for Business Affairs and Treasurer to sell this land to Porter Memorial Baptist Church for $500. His motion was seconded by Mr. Black and passed without dissent. (See FCR 2 at the end of the Minutes.) L. Authorization to Sell Surplus Real Property (FCR 3) After indicating that the property concerned is located outside the University Land Use Plan for campus expansion and that the residential structure involved is no longer suitable for housing, Mr. Clay moved that the property located at 160-162 Shawnee Place be declared surplus to the institution's needs and that the Vice President for Business Affairs and Treasurer be authorized to dispose of this property. His motion was seconded by Professor Sears and passed without dissent. (See FCR 3 at the end of the Minutes.) M. Tribute Paid to Professor Sears Since this meeting was Professor Sears' last one as a faculty member of the Board of Trustees, Mr. Clay said that he would like for the record to show, on behalf of himself and the other members of the Board, appreciation for the-contribution Professor Sears had made as a member of the Board. It has been a pleasure to work with him and to have the benefit of his constructive input. Mr. Sturgill seconded Mr. Clay's sentiments as did all others present. Professor Sears expressed his thanks and said that his tenure on the Board had been a pleasant and profitable experience for him. N. Meeting Adjourned Before calling for a motion for adjournment, Mr. Sturgill indicated that he would appoint a nominating committee soon to present at the September meeting of the Board a slate of officers for the coming year.
